Because of China’s unique civil registration system(Hukou),using the proportion of floating population or domestic migrants as an index of racial/ethnic heterogeneity is a common practice to apply Social Disorganization Theory to explain crime in Chinese cities.However,this method does not fully reflect the substantive connotation of racial/ethnic heterogeneity in Chinese cities.In this study,we add the civil registration-based demographic heterogeneity,i.e.Hukou,and raise two research questions: Can the civil registration-based demographic heterogeneity better explain the heterogeneity of Chinese population to explain crime? Is there spatial non-stationarity in the effect of civil registration-based demographic heterogeneity on community theft crime?This study takes ZG City as an example and uses Negative Binomial Regression models and Geographically Weighted Poisson Regression models with theft data in 2018,the Seventh National Population Census data,and Point of interests(POI)to delineate effects of civil registration-based demographic heterogeneity and proportion of floating population on thefts.We have four major findings:(1)The proportion of floating population has a significant positive effect on community theft crime,but the effect of different registered population is different.The larger the community floating population is,the greater the possibility of theft.From the urban center to the outer suburbs,the floating population in the city,the floating population in the province,the floating population outside the province and the local population are distributed successively.Besides the outer suburbs of the city,the proportion of the local population in the urban core area and the old city is also higher than that of other registered population.The floating population in the city and outside the province has a positive influence on the community theft crime,while the local population has a significant inhibitory effect,but the floating population in the province has no significant influence.(2)The civil registration-based demographic heterogeneity can better explain the population heterogeneity in China and has a significant impact on community theft crime.It can reflect the subculture conflict emphasized by racial/ethnic heterogeneity,and is more suitable for China’s national conditions.Compared with the common variable of floating population proportion in previous studies,the use of this variable improves the fitting degree of the model.Both theoretically and empirically,the civil registration-based demographic heterogeneity has a high degree of explanation for the incidence of community theft.(3)The positive effect of civil registration-based demographic heterogeneity on community theft crime remains stable in space,but the degree of influence is different.The local influence of this variable on community theft crime decreased gradually from the urban center to the periphery,and the influence was weak in the south.In the central urban areas where the civil registration-based demographic heterogeneity is weak,the proportion of rental housing,the number of dining places and the number of public security control and security play a greater role.In general,the influence of civil registration-based demographic heterogeneity on community theft crime has strong stability at both global and local scales.(4)The strong population heterogeneity in the neighborhood committee community increases the incidence of theft invisibly,while in the urban-rural connection area,the complex situation of the village committee community is more closely related to the theft crime.In the neighborhood committee communities divided by population,residents differ greatly in education level,ideology and behavior habits,which is not conducive to community security management.Therefore,it shows a strong positive relationship with crime,but its influence intensity shows a circular trend of decreasing from the center of the study area to the surrounding area,and then increasing to the periphery.In the urban and rural areas where the influence of the neighborhood committee community is weakened,the village committee community has a high incidence of crimes due to its complex living environment and highly heterogeneous population attributes.In general,this study comprehensively analyzes the civil registration-based demographic heterogeneity from theoretical and empirical perspectives,global and local perspectives,enriching the application of Social Disorganization Theory in Chinese,providing ideas for considering racial/ethnic heterogeneity in countries with similar national conditions,and being an effective supplement to crime theories and existing methods.
