Jewish settlement activities in Palestinian areas have a certain origin.After the 1967 Six Day War,Israel occupied East Jerusalem,Syria’s Golan Heights,Egypt’s Sinai Peninsula,Gaza and the West Bank,and gradually began settlement construction.The Alon Plan was formulated,and the pace of settlement construction was accelerated after Begin took office.The Drobles Plan and the Salon Plan were proposed successively.Settlement groups such as the Faithful community are active in building settlements in the occupied territories.The Arab states and the PLO fought back by organizing attacks,launching wars and denouncing them at the United Nations.Although the Johnson administration vocally opposed Israeli settlement building,it never put the necessary pressure on Israel,so the United States gradually established a vague policy on settlements.During the Nixon and Ford administrations,although there were conflicts between the US and Israel over the Rogers Plan,the US still held a vague attitude on the settlement issue and vigorously assisted Israel.The Carter administration outlawed Jewish settlements in order to promote the Middle East peace process and played games with Israel in several talks,including the Camp David talks,only to compromise.The administration’s ambiguous policy on Jewish settlements is influenced by four factors.First,American Jews support Israel by defending the Jewish settlement issue in Congress,influencing public opinion,immigrating Jewish settlements,and countering anti-Semitic settlement words and actions.Second,the pro-Jewish and Israeli stance of the US President himself.Third,to promote an Arab-Israeli peace agreement,the United States will take a tough stance against Israel on the issue of Jewish settlements.Fourth,the vague policy is determined by the national interests of the United States in the Middle East,which is manifested in: in order to maintain the oil stability in the Middle East,the United States needs to consider the needs of Arab-Israel;In the Cold War,in order to contain the Soviet Union and radical Arab countries,the United States needed to consider Israel’s security demands and contain Arab countries.America’s special obligation to Israel,its commitment to Israel’s security.In short,although the Jewish settlement issue has caused the United States and Israel to quarrel from time to time,it will not actually shake the U.S.-Israel relationship at the root.The vague US policy acquiesced in Jewish settlement construction,hindered the Middle East peace process and laid the foundation for the Arab-Israeli conflict that continues to this day.
