Research On Jilin Hall In Qing Dynasty

In the local administration system of the Qing Dynasty,the office was a unique administrative institution,which was mostly located in the border areas and had a special status.Different from the establishment of the government,the Qing administration generally did not have jurisdiction over states and counties,and its officials were local officials close to the people,which was of great significance.During the period of Kangyongqian,the number of banner and people affairs to be handled in Jilin increased year by year.As the first department established in Jilin Province,Jilin Department experienced the change from prefectural office to prefectural office,and its power level gradually changed from low to high.As the department with the longest existence in Jilin,from the twelfth year of Qianlong(1747)to the eighth year of Guangxu(1882),the administration measures of Jilin Department in the areas of bargaining between the people,local governance,criminal arrest and prosecution,grain collection and tax collection had a profound influence on the politics and economy of Jilin.In addition,as a typical institution of the transition from prefecture to prefecture under the dual system of banner and people,Jilin Department played a "model" role in the subsequent establishment of Changchun,Bodunne and other offices.The research on the history,official and function of Jilin Department can provide new ideas for the study of the department system and local governance in the Qing Dynasty.The main content of this paper consists of four parts.The first part is the background and evolution of Jilin Hall.As the first departmental institution set up in Jilin region in the Qing Dynasty,Jilin Hall was changed from Yongji Prefecture to Jilin Hall in the 12 th year of Qianlong(1747),and later promoted to Jilin Prefecture in the eighth year of Guangxu(1882).Its change of the hall and the elevation of the house,conform to the needs of the development of The Times.The second part is the research of official of Jilin Department.In the fourth year of Yongzheng(1726),Yongji Prefecture was established.During this period,there were governors,state officials,officials and scholars,whose officials were all under the jurisdiction of Fengtian Prefecture.After the 12 th year of Qianlong(1747),the officials in Jilin Department were mainly chief officials and council members,who belonged to the official school chief and patrol officer.The rest,such as the council and the state,existed for a short time.The state was established in the second year of Emperor Qianlong’s reign(1737)and abolished in the twelfth year of Emperor Qianlong’s reign(1747).It was established in the second year of Qianlong(1737)and abolished in the28 th year of Qianlong(1763).After Yongjiju was changed into the Jilin Department,the chief officials of the Jilin Department could be traced back to the governor established during the Yongjiju period,and the subordinate officials could also be traced back to the official and academic officials established during the Yongjiju period.The chief officials and directors of the Jilin Department are in charge of General Jilin.In the eighth year of Guangxu’s reign(1882),after the promotion of Jilin Department,Tongzhi became governor,political reform professor,official reform experience.The third part is the research on the function of Jilin Hall.The functions of the department and the functions of the department are mutually external and internal.The chief officer of the Jilin Department is the fellow of the Jilin council members and has the responsibility of handling the crimes of the people and stealing the money valley.Jilin Department is restructured from Yongji Prefecture.Therefore,the former state and county functions of "the governor should handle the people’s punishment and the money valley tax" and the function of dealing with the banner and people’s negotiation affairs after the establishment of the department are owned by Jilin Governor Tongzhi.Such as the collection of land,money,grain and other matters by the director of the first collection,and then by the general yamen check.The fourth part is the conclusion,summarizing the whole text.The establishment of Jilin Department was an indispensable part of the political structure of Jilin region in the Qing Dynasty.As the first Jilin Department,the relevant establishment of Jilin Department provided a good example for the development of Jilin regional civil administration institutions.
