"Party Management And Civil Supervision":Research On The Operation Of The System Of The Town Commission For Discipline Inspection Directly Managing The Village Supervisor

In 2009,the village affairs supervision committee system was implemented nationwide as a pilot in Zhejiang.With the passage of practice,the village-level power supervision system with village supervision committees at its core has fallen into the predicament of "virtualization",and cases of "small officials and big corruption" by village cadres have been repeatedly banned.For this reason,since 2015,County A has implemented the work system of the town’s Disciplinary Committee directly supervising the village supervisory committee,reactivating the governance effectiveness of the original village-level power supervision system.This phenomenon caused the author to think:What is the operating logic of the direct management system?How is it effective?What inspiration does this have for improving the political ecology of the current village?In this paper,a detailed case study is conducted on the village supervision committee system under the direct supervision of the town’s Discipline Inspection Commission in the Qinba Mountain Area of Southern Shaanxi.At the same time,with the in-depth interview content of different subjects as the material support,valuable information such as the background and operation effect of the direct management system was obtained.The main body of the article is divided into three parts.One is the trigger of the direct management system.It mainly analyzes the connection state of internal and external supervision and the state of the village-level power structure,and it is characterized by the village supervisory committee’s "low treatment,vacant status,and lack of centralization." The second is the operational logic of the direct management system,which analyzes the construction path of the relationship between "party management and civil supervision"from three aspects:the two-way interaction of the supervisory body,the connection between the supervisory mechanism and the supervisory procedure;It is the operation effect of the direct management system,which mainly explains what kind of supervision effect the "party management and civil supervision" has achieved.The basic conclusion drawn in this paper is that the direct management system is based on the effective integration of the dual elements of "party management" and "civil supervision",which significantly enhances the independence and authority of the supervision body of the village supervisory committee,and the supervision power can be concentrated in one place.The longitudinal track extends to the village group.At the same time,there are also factors that limit the effectiveness of supervision,such as imperfect incentive mechanisms and "one size fits all" reporting systems.In general,the direct management system has achieved innovation in the way the party leads rural work and formed a comprehensive,authoritative and effective village-level power supervision system under the leadership of the party.Extending to the purification of the village-level political ecology,the direct management system oriented towards the supervision of village-level power can be used to influence the village’s political ecology through different combinations of the bottom-up autonomous supervision system and the top-down party and government supervision system Indirect measurement can also use the three elements of the supervisory subject’s attitude,the village-level power structure and the intervention of external forces to have a certain degree of influence on the positioning,balance and evolution of the village’s political ecology.
