Research On Influencing Factors Of The Public Continuance Usage Of Open Government Information In Major Emergencies

The sudden outbreak of COVID-19 epidemic has had a huge impact on the social operation and economic development of countries around the world,which highlights the important role of open government information in safeguarding the public’s right to know,stabilizing social order,building social consensus and building a good image of the government in major emergencies.The public continues to pay attention to and use the open government information of major emergencies,while the current system of government information of major emergencies needs to be further developed and improved.How to promote the public continuance usage of open government information in major emergencies,is a practical problem that government departments need to solve urgently.Using grounded theoretical methods,this study selects members of the public and government departments who continue to pay attention to and use open government information of major emergencies to conduct in-depth interview.It uses Nvivoll Plus software to carry out open coding,spindle coding,selective coding and theoretical saturation test on the acquired interview data,and extracts the influencing factors of the public continuance usage of open government information in major emergencies.On the basis of using grounded theory to extract the influencing factors,the expert consultation method is used to judge the binary relationship between the influencing factors to judge the binary relation between influencing factors of adjacency matrix;thus calculated as matrix;and finally it is concluded that the hierarchy of factors influencing the breakdown and establish a structural relationship model of the public continuance usage of open government information in major emergencies.This study analyzes the hierarchical relationship of the structural relationship model of it,and explores the mechanism of the influencing factors at all levels on the public continuance usage of open government information in major emergencies.The main conclusions of this study are as follows:Firstly,the factors that affect the public continuance usage of open government information in major emergencies include:the public factors such as personal qualities,information demand and attention;the government factors such as the government level,the government administrative function;the information factors such as information ontology,information channel and information release;as well as the event factors such as relatively static event element and relatively dynamic event evolution.Secondly,the hierarchical relationship of influencing factors on the public continuance usage of open government information in major emergencies can be summarized into three levels:appearance layer,intermediate layer and root cause layer.Some public factors belong to the appearance layer;the information factors belong to the intermediate layer;the government factors,event factors and part of the public factors belong to the root cause layer.Finally,the appearance layer directly influences the public continuance usage of open government information in major emergencies.The intermediate layer is not only affected by the root cause layer,but also has a direct impact on the appearance layer.The root cause layer can directly affect the intermediate layer and the appearance layer.And the influencing factors at the same level also interact with each other.
