Research On Local Legislative Protection Of Andai Cultural Ecological Reserve In Kulun Qi

Andai dance,which originated from Kulun Banner,Tongliao City,Inner Mongolia,is the first Mongolian folk original ecological dance included in the national intangible cultural heritage list in Inner Mongolia.The People’s Government of the Autonomous Region approved the establishment of a district-level cultural and ecological protection zone in Kulun Banner,which is an important measure for the overall protection of the intangible cultural heritage of Andai dance and its related natural and cultural environment with the national intangible cultural heritage Andai as the core.From the perspective of my country’s intangible cultural heritage protection system,cultural and ecological protection areas are an indispensable part of It plays an irreplaceable and important role in many aspects such as maintaining the balance of the cultural ecosystem in the protected area and realizing the coordinated development and sustainable development of the economy and society.Therefore,the overall and active protection of Andai dance should be strengthened.According to the actual situation of Andai dance,the legal construction of Andai Cultural and Ecological Reserve in Kulun Banner should be strengthened in the form of local legislation.This paper mainly consists of four chapters:The first chapter is the conceptual definition and theoretical basis of the Andai Cultural Ecological Reserve in Kulun Banner.The main purpose of this chapter is to clarify the concepts,characteristics,and importance of protection related to cultural ecological reserves,as well as the theoretical basis for the legal protection of the Andai Cultural and ecological reserves in Kulun Banner,with a view to promoting cultural ecology theory,cultural diversity theory,and biodiversity theory.Under the guidance of theory,in the context of forging a sense of community of the Chinese nation,develop national culture and enhance cultural self-confidence.The second chapter is the analysis of the protection status of Andai Cultural Ecological Reserve in Kulun Banner.This chapter starts with the current situation of the construction of Andai Cultural Ecological Reserve in Kulun Banner,finds out the existing problems and analyzes the reasons.The "Constitution","Intangible Cultural Heritage Law" and other higher-level laws provide the legal basis for the construction of the Kulun Banner Andai Cultural Ecological Reserve.At present,the Inner Mongolia Autonomous Region has not promulgated special legislation for the Kulun Banner Andai Cultural and Ecological Reserve,so there is a problem in the construction of cultural ecology.Many deficiencies.This shows that the legal construction of the Andai Cultural Ecological Reserve in Kulun Banner urgently needs to be strengthened.The third chapter is the experience and reference of the legal protection of cultural and ecological protection areas at home and abroad.Foreign countries have accumulated rich experience in cultural and ecological protection,and my country has also carried out many useful explorations and practices in the construction of cultural and ecological protected areas.Through the combination of special legislation and comprehensive legislation,the relevant legal protection system has been established,and the relevant domestic and foreign legislative practices have provided valuable experience for the local legislative protection of the Andai Cultural Ecological Reserve in Kulun Banner.The fourth chapter is the suggestion of legislative protection of Andai Cultural Ecological Reserve in Kulun Banner,Tongliao City,Inner Mongolia Autonomous Region.Tongliao City should make use of the legislative power of the city divided into districts in the cultural aspect to formulate local special protection regulations,in terms of legislative purpose,adjustment scope,legislative principles,intangible cultural heritage protection,cultural ecological construction and legal responsibility,etc.The legal construction of the ecological protection area put forward suggestions for improvement,and promoted the legal construction of the Andai cultural ecological protection area in Kulun Banner.
