Research On The Governance Of The Old Urban Residential From The Perspective Of Polycentric Governance

Since the dawn of the new era,we have strengthened the building of a community governance system,moved the focus of social governance down to the grass-roots level,brought into play the role of social organizations,and realized a positive interaction between government governance and social regulation and residents’ autonomy,become the main research direction of basic unit management.With the acceleration of the urban process,as the living space of a large number of residents,the old urban residential area has become a pain point,difficulty and blocking point of grassroots governance due to its early construction,large mobility of residents,aging infrastructure and other problems.In view of this,grass-roots practitioners and scholars began to explore the governance practice of old urban residential areas.Among them,the "red property" first proposed by Wuhan city in 2017 has attracted great attention because it plays the leading role of The Party organization and leads various governance bodies to participate in a wide range.Subsequently,various places have also started to practice "red property",including N Street."Polycentric"first appeared in the early 1950s,And by the United States,Mr.and Mrs.Ostrom as representatives of the scholars eventually study and create "Multi-center governance"theory.Under the framework of this theory,the process of public governance needs the participation of multiple decision-making centers or power centers and the promotion of decision-making through competition or cooperation to achieve the goal of governance.Based on the theory of Multi-center Governance,this paper chooses the practice of "Red property" in N street as a case study,based on the comprehensive use of interview and questionnaire survey,this paper makes a study on the current governance of the old urban residential areas,sums up the problems and analyzes the reasons,and then puts forward some countermeasures and suggestions to improve the governance of the old urban residential areas under the guidance of theory.This paper holds that:Based on the multi-center governance theory,guided by the Party organization,it is consistent with China’s national conditions to guide various governance bodies to participate in the governance of old urban communities.However,it is affected by factors such as inadequate transformation of government governance concept,insufficient development of some governance bodies and imperfect interaction mechanism.The governance of the old urban residential is still heavy economic burden for the industry authority set up hard,residents’ committees and the low level of property management service and the shortage of party organizations play function,so much by government governance concept,guiding the nurturing the governance body,set up a sound interactive mechanism aspects such as building the multi-center governance pattern of constant interaction,so as to realize the effective governance of the old city area.
