Current Situation And Improvement Countermeasures Of Legal System Of Popularizing National Common Language In Ethnic Minority Areas

Under the background of the new era,the ethnic minority areas is an indispensable condition and important foundation for promoting the exchanges,exchanges in our country,and is the basic requirement for promoting the unity and friendship of all ethnic groups,common prosperity,joint struggle,and casting a solid sense.China has been guided by the needs of the people of all nationalities in terms of language and writing,popularized the common language and script of the country,which has played a powerful role in guaranteeing and promoting the simultaneous construction of a moderately prosperous society among all ethnic groups.By sorting out the relevant legal provisions on the promotion and analyzing the corresponding laws and regulations,the author finds that the law still lacks the embodiment of the concept and basic attributes of the promotion of the national common language and writing in ethnic minority areas,so that the promotion of the national common language and writing in ethnic minority areas lacks an overall normative system;in addition,the law only summarizes the national common language and ethnic language,resulting in the masses’ misunderstanding of the status of language and writing that they are in an unequal state.The diversity of languages and scripts is threatened and gradually decreasing.Finally,the provisions of individual provisions in the law are relatively vague,resulting in the wrong understanding of the executors and finally failing to clearly understand the legislative spirit and purpose of the law,and restricting citizens’ independent choice of language and writing in law enforcement.Many problems have led to the inability national common language and writing in ethnic minority areas in an all-round way,and effective methods should be explored to solve it.In view of the current situation and existing problems in the legislation on the promotion of the national common language and writing in ethnic minority areas in China,the author puts forward suggestions on both laws and policies from the normative perspective: on the one hand,at the legal level,we should first build a normative system for the promotion of the national common language and writing in ethnic minority areas,and deeply practice that there is a law to follow,a law to follow,a strict law enforcement,and a law-breaking rule;secondly,we should establish the equal status of the language and writing with clear legal provisions,and clarify the development space of other languages and characters in the legal provisions,with absolute legal effect,to facilitate the inheritance of linguistic diversity.On the other hand,at the policy level,it is first necessary to strengthen in ethnic minority areas,promote the work of ethnic groups with the support of laws,enhance the cultural selfconfidence of the Chinese nation,and promote ethnic unity and common prosperity and development.Second,implement the language policy of citizens’ independent choice of language and writing,so that all kinds of languages and writings are in a state of equal choice by individual citizens,truly realize the significance of the state in promoting the national common language and writing in ethnic areas,promote exchanges,exchanges and integration of various ethnic groups in our country,and cast a solid sense of the Chinese national community.
