After the 19th National Congress of the Communist Party of China proposed the rural revitalization strategy,the central government officially issued the "Strategic Plan for Rural Revitalization(2018-2022)",emphasizing the use of modern information technology to deeply explore the functions and values of rural areas to enhance the power of rural self-development.Nowadays,smart communities are developing rapidly under the active promotion of information technology and related policies.Smart community construction work has been carried out from cities to villages.The use of technology to embed rural governance and build smart communities has become an important way and form to promote rural community governance innovation.However,as far as the overall governance of rural smart communities is concerned,the perception and happiness of the masses are not high.Under the background of governance modernization,the research on rural smart community governance from a theoretical perspective is relatively limited.As a public governance paradigm dominated by residents’ needs,using information technology as a tool,and using coordination,integration and responsibility as a governance mechanism,the governance concept,governance goals and governance methods of the holistic governance theory are related to the rural smart community discussed in this article.Has a high fit.Therefore,this paper discusses the basic concept,theoretical basis,practical form,overall governance dilemma and specific optimization path of rural smart community.Through research methods such as questionnaire survey and interview method,this paper discusses the overall governance dilemma faced by rural smart communities,and further explores the basic path and future development direction for smart communities to improve governance efficiency in the field of rural communities in the new era.First,using holistic governance theory as an analytical tool,a theoretical analysis framework is constructed from four dimensions:multi-subject collaboration,residents’ demand orientation,resource coordination and integration,and information technology embedding.Taking the S community in Qingdao as an example,according to the theoretical analysis framework,design the questionnaire and outline,and the research is carried out through the questionnaire survey method and the interview method.Using spss22.0 software to conduct data analysis and statistics on 219 valid questionnaires,interview 23 staff members and residents,and use the information obtained from the interviews to summarize the overall governance strategy of the S community is summarized from three aspects:planning and design,governance system,and fund security.The overall governance effect of the community is summarized from three aspects:governance capacity,public security management and control,and service level.Secondly,combined with the questionnaire survey data and interview data,according to the four dimensions of multi-subject collaboration,residents’ service needs,coordination and integration of resources,and information technology embedded in the analysis framework,it analyzes a series of overall governance dilemmas faced by the S community in practice.Residents are part of multiple governance subjects.However,since residents are the main service objects of smart community construction and the representatives of the endogenous driving force of community governance,the individual analysis of residents’participation involves the lack of vitality of residents’ participation and weak collaboration among multiple subjects,the gap between supply and demand,the insufficient integration of community resources,and the slow process of technological chimera.The main reasons for the above problems are as follows:the residents’ adaptability is relatively lagging,the multi-subj ect lacks the concept of co-governance,the function orientation of the smart community is ambiguous,the community resource integration ability is lacking,and the information technology lacks the matching degree.In response to the above problems,this study proposes basic countermeasures to improve the overall governance of rural smart communities:release the vitality of residents’ participation,enhance the ability of multi-subject collaboration,clarify the functional positioning of smart communities,improve the ability to integrate community resources,and enhance the degree of information technology matching. |
