Analysis Of The Measures To Improve The Governance Capacity Of County-level Governments

The change of Zhou and Qin promoted China’s political body from sub-seal system to county-county system.Although the national body of New China has changed,the original structure still continues in the political power structure,that is,the county-level government plays a role in connecting the past and the future.Xi general secretary pointed out that combined with the national conditions of county level is fundamental,whether for the people’s livelihood,promote economic development,or achieve social stability,need to provide support from the county government,in other words,grassroots issues related to public services,should be implemented by the county government,at the same time in the management of social,economic development,the county-level government also has a very important role.After the successful convening of the 18th National Congress of the CPC,the CPC Central Committee kept up with The Times and identified four comprehensive plans in light of the national conditions.It clearly pointed out that to improve the social system and modernize the governance capacity and the existing governance system,the key is to comprehensively deepen reform.The Third Plenary Session held in the CPC Central Committee in 2013 marks that China has officially entered a critical period of reform.To achieve the social development goals,the key is to put the transformation of government functions on the agenda as soon as possible to ensure that the government’s governance capacity has been significantly improved.As the most basic administrative units,the county government shows governance ability,usually give people’s living standards,national stability,thus,research on the county government,formulate can make its governance ability to significantly improve strategy,to promote economic development,build a well-off society has very prominent significance.Taking this paper as the background,the first chapter introduces the research background,significance,purpose,research review,ideas,methods,innovation points and difficulties of this topic.The second chapter mainly expounds the core concepts and theoretical bases involved in this paper,including governance,county-level government and government governance ability.The third chapter analyzes the governance situation of lianjiang county government,points out that the public service ability to be improved,social structure reform,economic growth has slowed,urban and rural development has not yet benefit people several aspects,then from organization resources,government functions,the government governance ability,and through the design related indicators,clear dimensions to measure the variables.The fourth chapter is the empirical research.At this stage,the author chooses to go to Lianjiang City to collect the local sample data,and test the data and structural model with the help of the existing software system.The empirical results prove that public service,crisis management and other capabilities are indispensable parts of government governance capacity,among which,the factors that can have a significant impact on government capacity are strategic planning,public service second,crisis management and resources absorption again.Chapter 5,based on the conclusions of the empirical research institute,explains in detail the problems existing in the government governance,and puts forward suggestions that meet the situation of the county government.Chapter 6,based on the summary of the full text,points out the shortcomings of the institute and prospects the future.
