With the development of information technology and the popularization of the Internet,as well as the deepening of China’s democratic process,it has become an important symbol of service-oriented government to realize the interaction between the government and the public through the Internet.Government leader’s mailbox,as one of the main channels to participate in the government-civilian interaction through the network,is a bridge for the public to express their appeals,and a platform for the government to respond to public opinion.Public letters specifically reflect the needs of the public.The government receives letters,deals with specific issues,and responds to them selectively.Therefore,public letters reflect the “consensus” between the government and the public.To some extent,the study of all the public letters in the government leader’s mailboxes in a region can reflect the social appeals of the region,and it is of great significance for reflecting the current situation of social governance and improving the government’s response ability.From the perspective of the “consensus” between the government and the public,based on the government response theory and public service theory,this paper focuses on the distribution of social appeals in the government-civilian interaction.This paper studies the data of 31 provincial government leader’s mailboxes in China,and creates a classification system of social appeal topics.On this basis,the paper analyzes the distribution difference and changing trend of social appeals in the government leader’s mailboxes and puts forward some suggestions.Firstly,the study obtained more than 300,000 text data released in the government leader’s mailboxes in 27 provinces and 4 municipalities from 2005 to2020,and uses the stop word list of Dalian University of Technology and the self-built stop word list to segment the text data.And through manual annotation and feature selection,the study selects and establishes a glossary of appeals for government-civilian interaction,which includes 6582 words.Secondly,based on the classification system of social problems on the government website and the existing research results,a classification system of social appeals is preliminarily established.This paper uses the LDA modeling method to extract the text topic of leader’s mailboxes,combines the clustering results with the preliminary classification results,to form the classification system of hot topics of social appeals and establishes the mapping relationship between social appeals and hot topics of social appeals,so as to quantificate the social appeals in the provincial government leader’s mailboxes.Finally,from dimensions of time and space,the study analyzes the inter-provincial differences and the evolution trend of the hot topics of social appeals.The reaults shows that the hot topics of social appeals in China have a tendency of centralized distribution.The distribution of social appeals is different among provinces.There are rapid changing trends and abnormal points in social appeals.There are similarities and differences in the changing trends of social appeals in different regions.There is a correlation between different social appeals.The limitation of this study lies in that it only considers the government leader’s mailbox as a channel for government-civilian interaction,so it can only reveal the distribution of social appeals from the perspective of “consensus” between the government and the public.At the same time,this study is based on the retention and opening of interactive data,to some extent,the differences in the number and time range of public letters in various regions affect the presentation of research results.It is expected that future research can combine multiple channels of government-civilian interaction to fully reflect social appeals.It is also expected that the government can improve the publicity of government-civilian interaction,so as to better reflect the“consensus” between the government and the public.
