After more than 20 years of evolution and development,the reform of comprehensive administrative law enforcement has achieved a leap from relatively centralizing the power of administrative punishment to promoting the integration of institutions and functions by classification.It plays a vital role in building a government under the rule of law,improving the law enforcement system and improving the efficiency of social governance.The evolution of administrative law enforcement system is a long-term and continuous process,which is carried out simultaneously with the government reform,and there will never be a "stop".With the development of new urbanization and the rapid growth of population,urban governance is facing new situations and challenges.The reform of comprehensive administrative law enforcement has also entered the deep water area and produced a series of fragmentation problems.To deepen the reform,we should comprehensively analyze the fragmentation dilemma faced by the reform,find out the causes of the problems,and then take measures against the symptoms,so as to promote the continuous development of the administrative law enforcement system and mechanism.Taking the fragmentation dilemma faced by the comprehensive administrative law enforcement reform in T district as the research object,this paper deeply analyzes the fragmentation dilemma and causes of the comprehensive administrative law enforcement reform in T district through literature research,field investigation and other methods,combined with the overall governance theory,looks for the coincidence point between theory and practice,and puts forward the governance path to eliminate the fragmentation dilemma of the comprehensive administrative law enforcement reform in T district.This paper is divided into five parts: the first part introduces the purpose,background and significance of studying the fragmentation dilemma of comprehensive administrative law enforcement reform,combs the research status at home and abroad,and explains the research content and methods.The second part introduces the concept of comprehensive administrative law enforcement and fragmentation,and expounds the theoretical basis of holistic governance theory and collaborative governance theory in detail.The third part,taking the comprehensive administrative law enforcement reform of T district as an example,introduces the reform process,measures and achievements.In the fourth part,it is found that the comprehensive administrative law enforcement reform in T district is facing the fragmentation dilemma in four aspects: law enforcement function,law enforcement force,law enforcement mechanism and law enforcement information,which are respectively reflected in the unclear boundary of rights and responsibilities,imperfect team construction,imperfect coordination mechanism and incomplete data and information sharing.Then,it uses the holistic governance theory to deeply analyze the causes of the fragmentation dilemma,that is,the lack of standards for function transfer The center of gravity sinks,the progress lags behind,the interests of departments block the coordination of law enforcement,and departmental barriers increase the cost of communication.The fifth part puts forward an integrated governance path to solve the fragmentation dilemma of comprehensive administrative law enforcement reform in T district,that is,scientifically transferring law enforcement functions and clarifying the boundary of department responsibilities,accelerating the sinking of focus and strengthening the construction of grass-roots teams,building an overall trust mechanism and improving the multi governance model,integrating and optimizing information systems and building a digital law enforcement network.
