| Regional and local government cooperation has become an important means to solve "thorny" cross-domain public problems and an important engine to boost China’s economic growth.In the new era,the correlation and dependence between regions in China are increasingly strengthened.Accelerating regional coordinated development is one of the major development strategies in China at present.Huaihai Economic Zone located in the border zone of Shandong,Henan and Anhui provinces is an early voluntary regional cooperation organization in China,and its overall comprehensive development level is relatively weak.In 2018,the Development Plan of Huaihe River Ecological Economic Belt was approved,making huaihai Economic Zone as the development focus of the central and northern regions,ushering in new development opportunities and challenges.In the new historical period,the trend of regional economic integration to strengthen,the public problems of spatiality,integrity and complexity of staggered development background,the huaihai economic zone between the local government should be how to break the administrative barriers,to establish a real partnership,further promote regional development is a problem which needs to be settled,as regional governments cooperation faces new challenges.According to the theory of holistic governance and cooperative governance theory as the research foundation,analyzes the background and the core factor of holistic governance theory,think the holistic governance theory and government cooperation problems in value orientation,the governance structure,the operating mechanism has a certain particular,huaihai economic zone level governments cooperation dilemma for subsequent analysis provides a theoretical basis and countermeasures.The present situation of inter-government cooperation in Huaihai economic zone is studied by literature analysis method,and it is found that geographical location,economic development and industrial base affect and limit regional cooperation in Huaihai economic zone to different degrees.From the perspective of the development characteristics and related agreements signed in different periods,the development process of the region roughly experienced the embryonic period of inter-provincial government cooperation(1979-1986),the period of horizontal joint development(1986-2010),the period of integration construction(2010-2018),and the period of collaborative development(2018-present).After 2018,the Huaihai Economic Zone entered the period of collaborative development and achieved great development results,including constantly improving the cooperation mechanism,gradually expanding the areas of cooperation and improving the level of regional integration.However,there are still some fragmentation problems in the process of regional inter-governmental cooperation.Based on the "fragmented authority model",this paper analyzes the fragmentation of inter-governmental cooperation in Huaihai Economic Zone from three dimensions: cooperation cognition and concept,resource and power distribution structure,policy formulation and implementation,and analyzes the causes of the fragmentation from five aspects: cognition,environment,system,behavior and technology.Finally,the comparative study method is used to select the regions with certain reference significance at home and abroad,analyze their specific cooperation experience and combine with the reality to put forward the optimal path of the overall governance of the inter-governmental cooperation in Huaihai Economic Zone,and propose to establish the concept of overall governance.Establish multi-level coordination and management institutions and give play to the strength of multiple subjects;Perfect the guarantee mechanism of inter-governmental cooperation in Huaihai Economic Zone;Optimize the technical level of regional cooperation,integrate information resources and establish resource sharing platform to construct the overall strategy of inter-government cooperation in Huaihai Economic zone. |
