Policy implementation is an indispensable step in the whole process of policy formulation,implementation,evaluation and adjustment.It is a key link to achieve the predetermined goals.The introduction of high-quality educational resources is the key to the implementation of Chinese-foreign cooperative education policy.Only by introducing more and higher-quality resources can the level of education be guaranteed.At the beginning of the21 st century,China issued a series of policies and regulations related to Chinese-foreign cooperation,established four "1/3" introduction standards.The implementation effect of the policy of introducing high-quality educational resources was further improved,and Chinese-foreign cooperation in running schools entered the development stage of improving quality and efficiency.Although government departments have gradually standardized the process of introducing resources and provided strong support for the introduction of high-quality educational resources,there are still many difficulties in the practice process that restrict the effective implementation of the policy of introducing high-quality educational resources,resulting in the incomplete achievement of the preset policy goals.Taking the Smith policy implementation model as the analytical framework,the paper studies the Chinese-foreign cooperation in running programs of Beijing University of Chemical Technology as a case study,and collects information by means of interviews,questionnaires and document analysis.By analyzing the collected data,this paper concludes that BUCT’s project has reached the quantitative index required by the policy and introduced rich educational resources.Information disclosure websites have been built,and social acceptance of the project is also improving.The problems of the project are as follows: the policy content is not clear,the implementation system needs to be improved,students lack in-depth understanding of the policy,the external environment of the project is complex and changeable,which affects the execution effect.In view of the above problems,this paper puts forward the following suggestions: perfect policy connotation,adjust policy assessment standard;build high-quality resource sharing platform,strengthen online teaching construction,standardize management;pay attention to the needs of students,students participate in the policy process,enhance the sense of identity;introducing a social evaluation system and enhancing policy implementation guarantee.
