Study On The Resilience Level And Improvement Path Of Urban Communities

As the basic unit of national modernization governance and urban safety operation,urban community is the direct subject and frontier of urban disaster risk resistance.Community resilience,which emphasizes community risk identification,resistance,recovery,and adaptation,has played an important role in the process of urban community disaster prevention and mitigation,and is also an important part of improving grassroots governance capabilities and governance modernization.In order to enable urban communities to exert their huge potential resilience under the impact of highly uncertain disaster risks,this study intends to further deepen the application of resilience theory in community governance on the basis of existing research,and raises three questions :(1)What is the current status of urban community resilience and problems?(2)What are the factors that affect the improvement of the resilience level of urban communities?(3)Where should the resilience of urban communities be improved and optimized? Answer the above questions well,so as to improve the resilience level of the community and realize scientific community governance.Therefore,based on this,this study proposes an urban community resilience analysis framework including five dimensions: physical level,institutional level,organizational level,technical level and cultural level.Based on the theory of community resilience,This study uses questionnaire survey method and the interview method and draws on the existing scales to design the questionnaire of "Survey on the Status of Resilience Level of Urban Communities".Taking the M community in Beijing as the research object,this paper evaluates the current situation of urban community resilience level construction.At the same time,combined with the interviews with community workers,this study further explores the possible problems in the process of urban community resilience construction,explores the relevant factors affecting urban community resilience,and then proposes targeted strategies for urban community resilience improvement.The study found that the level of resilience in the M community in Beijing was at an upper-middle level.There is a problem of unbalanced development in each capability dimension.The specific manifestations of the problem are the lack of community resources,the poor functioning of the community system,the lack of community leadership,the obstruction of communication between community cadres and the masses,and the low sense of belonging of community residents.Physical factors,institutional factors,organizational factors,technical factors and cultural factors have a positive impact on the construction of M community resilience.According to the research conclusions,the following suggestions are put forward: based on the idea of community with a shared future,strengthen infrastructure construction and develop community resources;improve the top-level system design and improve self-governance;adhere to the leadership of party building and achieve pluralistic co-governance;focus on emerging technology empowerment,and build a smart community;create a community safety culture,and tap endogenous energy to improve the resilience of the M community.
