Research On The Evaluation And Improvement Of The Public Service Capacity Of L Town Government In Xingwen County, Sichua

It is self-evident that the township government plays an important role in the Rural Revitalization Strategy.As the basis of China’s modern national ruling system,the township government is the main body responsible for the implementation of the country’s specific policies and measures for Rural Revitalization and development.It is the most advanced command building for China to build a well-off society in an all-round way.It is also the most micro level sentry post for China to deal with the long-standing problems of "agriculture,rural areas and farmers".Under this background,supported by the governance theory,the service-oriented government theory and the government performance evaluation theory,this paper establishes a new set of comprehensive evaluation index system by using the methods of literature research,questionnaire survey,qualitative analysis and quantitative analysis,and sets the weight of each index according to the entropy weight method to form the service capacity evaluation index of the township government.Then,this paper evaluates the research object of L Town,Xingwen County,Sichuan Province.Combined with the index evaluation system,this paper summarizes its shortcomings in the four dimensions of production development,life supply,welfare security and direct service.It also analyzes the factors that lead to the lack of service power of government departments,mainly including: fuzzy division of responsibility areas,single supply subject,financial capital constraints,weak informatization promotion,limited role of government information disclosure,and low level of active participation of villagers.Finally,this paper gives specific improvement measures for L town.The contents are as follows: further clarify the authority and responsibility power relationship of L town departments,actively promote the market-oriented diversification of public service supply,improve the financial supply guarantee system of public services,improve the human resources guarantee system of social services,focus on improving the effect of government information disclosure,carry out in-depth innovation of government information disclosure measures Improve the social service capacity of the Township Department leadership,and build and improve the public participation and feedback system.With the help of the research results of this paper,it is expected to form real and customized opinions,enrich the public service content of L town government,improve the public service level of L Town,and promote the transformation and Realization of service-oriented government in the vast rural areas.
