Research On The Problems And Countermeasures Of Old Community Governance From The Perspective Of Urban Social Governance

The Fourth Plenary Session of the 19 th CPC Central Committee specifically pointed out that it is necessary to accelerate the modernization of municipal social governance,improve the social governance system of Party committee leadership,government responsibility,democratic consultation,social coordination,public participation,legal guarantee and scientific and technological support,and form a social governance community in which everyone is responsible,responsible and enjoyed by everyone.Community is the grass-roots foundation of social governance in the city.Residents live in the community every day and feel the most profound changes in the community.In recent years,with the aging,damage and long-term lack of management of the infrastructure of old urban communities,it has seriously affected the residents’ sense of happiness and acquisition,led to frequent contradictions and disputes,and even mass protests,petitions and other events in extreme cases.There are certain risks to social stability,which has become a major problem in the process of promoting the modernization of municipal social governance by the government.The CPC Central Committee and the State Council attach great importance to the governance of old communities and invest a lot of money in the reconstruction of old communities.Its purpose is to solve the infrastructure problems of old communities with the help of reconstruction,and straighten out the management system and mechanism of old communities through the introduction of property or owner autonomy in the later stage,so as to completely solve the situation of poor foundation,difficult governance and no management faced by old communities.As an old ceramic industrial zone,Zhushan District of Jingdezhen city has many old dormitories and communities.The transformation of old communities built before 2000 has been basically completed by the end of 2021.In the process of promoting the governance of old communities,Jingdezhen Municipal and county governments have made a lot of useful attempts and explorations,and accumulated some replicable and referential effective experience,but they also face some complex and difficult problems.Through the research on the old community in Zhushan District,this paper combs out the current situation of the governance of the old community,analyzes the causes of the problems,and interprets how to carry out the governance of the old community from the three dimensions of government,community and residents,using questionnaires and individual interviews.And put forward the Countermeasures of changing the governance concept,improving the community status and coordinating the subject relationship,so as to provide a valuable reference for the governance of the old community in Zhushan District of Jingdezhen city.
