Research On The Renovation Of Old Urban Communities In Taihe County From The Perspective Of Governance Modernization

The report of the 19 th CPC National Congress pointed out that the main contradiction in China’s society has been transformed into the contradiction between the people’s growing needs for a better life and unbalanced and insufficient development.At present,China has entered the middle and late stage of rapid urbanization,and urban development has changed from large-scale incremental construction to equal emphasis on stock upgrading and incremental structural adjustment.With the people’s pursuit of quality of life and the increasing requirements for living environment,many problems existing in old urban communities have gradually emerged,such as dilapidated buildings,imperfect supporting facilities The contradiction between the people’s yearning for a better living environment and the backward infrastructure of old residential areas has become increasingly prominent.How to change the backwardness of old urban communities,improve residents’ living environment and meet the people’s needs for a better life has become an important content of urban planning and construction and grass-roots social governance under the new situation.This thesis takes Taihe County as a specific case to study the reconstruction of old residential areas.Firstly,this thesis expounds the current situation of the transformation of the old community in Taihe County.At present,Taihe County divides the old community into three types: perfect community,functional community and comprehensive community.The transformation contents mainly include the transformation of infrastructure,the improvement of community appearance,the improvement of housing function and the improvement of living environment.However,through the questionnaire survey,At present,residents’ satisfaction with the transformation of old residential areas is not high.Secondly,based on the current situation and questionnaire survey results of the reconstruction of old residential areas in Taihe County,this thesis summarizes the difficulties encountered in the reconstruction of old residential areas in Taihe County,including imperfect system norms,large reconstruction fund gap,insufficient residents’ participation,imperfect management mechanism and other problems Residents summed up the causes of the above problems from three levels.Finally,in view of the current difficulties encountered in the reconstruction of old residential areas in Taihe County,this thesis puts forward specific improvement countermeasures from the three levels of government,community and residents.At the government level,we must improve legal system,improve the overall coordination mechanism,build a new financing model and strengthen the supervision of process services;At the community level,we need to cultivate the strength of social organizations,expand fund-raising channels,strengthen the management of technical talents and strengthen the construction of community autonomy;At the resident level,we need to build a multi-party participation mechanism,guide residents to actively participate,improve residents’ awareness of autonomy,and improve the long-term management mechanism.At the same time,Ensure smooth implementation of countermeasures,it is necessary to strengthen the transformation of information disclosure,create a good publicity atmosphere,formulate a variety of incentive measures,and pay attention to the assessment of various responsibilities.
