Research On The Citizenship Of Farmers After Poverty Alleviation Relocation And Urbanization Resettlement In Guizhou Province

Relocation for poverty alleviation and relocation is an innovative measurement of development-oriented poverty alleviation in China,and its resettlement mode is mainly based on urbanization and landless centralized resettlement.As a typical representative area of immigrant development and poverty alleviation in China,more than 95% of the province has implemented the method of urbanization centralized resettlement.At present,the relocation and resettlement work in Guizhou Province has been generally completed.Improving the support of the relocation and resettlement areas for ex-situ poverty alleviation,according to the actual cases in the interviews,discovering an effective way to enhance the urbanization of the relocated farmers,thus become to new citizens,is the key step to achieve the relocation and resettlement for farmers,improve their happiness,and present a successful chapter of ex-situ poverty alleviation and relocation work.This paper uses the survey data of 350 relocated farmers in five resettlement sites in Guizhou Province to present the conclusion.Firstly,it points out the elements and characteristics of the farmer urbanization,and constructs a comprehensive evaluation system of the urbanization,economically,societally and politically.It is also concluded that the relocated farmers in Guizhou Province are generally in a state of semi-citizenization,by using the principal component analysis method.Secondly,according to the ordered multivariate Probit model,it studies and discusses the factors that affect the urbanization of rural households relocated for poverty alleviation,from the perspectives of human capital,social capital,rights elements and other related variables,which is capabilities training,social familiarity,political participation,and land transferring have a significant impact on its urbanization process.Finally,according to the empirical analysis results,combined with the actual investigation of the relocation and resettlement sites,several relevant countermeasures and suggestions can be concluded to improve the citizenization level of the relocated farmers in the future.
