Research On The Basic Experience Of The Construction Of Inner-Party Regulations Of The Communist Party Of China Since The 18th National Congress Of The Communist Party Of China

Promoting the construction of inner-party regulations is the need for the Communist Party of China to constantly adapt to the new situation and new changes and consolidate the foundation of governance.It is an important measure to implement the spirit of "the party should manage the party and govern the party strictly".Since the founding of the Communist Party of China in 1921,the building of intra-Party laws and regulations has gone hand in hand with party building and its cause.Especially since the 18 th National Congress of the CPC,the CPC Central Committee has given greater prominence to the building of intra-Party laws and regulations,based on the major realistic needs of governing the country by law and governing the Party in accordance with rules.The thesis comprehensively uses the methods of literature analysis,systematic analysis,comparative analysis and interdisciplinary analysis to investigate and sort out the historical evolution of the construction of inner-party regulations of the Communist Party of China,and carefully expounds the changing times of the construction of inner-party regulations since the 18 th CPC National Congress,so as to refine the main experience of the construction of inner-party regulations and clarify the practical path to improve the inner-party regulations in the new era,It is expected to provide theoretical reference and research basis for promoting the modernization of comprehensive and strict governance of the party,national governance capacity and governance system.Apart from the introduction,the paper is divided into four parts:The first part explains the historical evolution of the inner-party regulations before the 18 th CPC National Congress.Firstly,the construction of inner-party regulations before the 18 th CPC National Congress is divided into three stages: the founding of the new Democratic Revolution period,the exploration and development of the socialist revolution and construction period,and the recovery and progress of the reform and opening-up and socialist modernization period,so as to deeply analyze its historical context and development characteristics.Secondly,it expounds the formulation and revision of the party constitution and the construction of important inner-party regulations in each historical period.Finally,the historical characteristics of the construction of inner-party regulations in different historical stages are extracted.The second part is to discuss and study the innovative development of the construction of inner-party regulations since the 18 th National Congress of the Communist Party of China.First of all,from the background of the times,the construction of inner-party regulations in the new era is an inevitable requirement for governing the party by system,governing the country according to law,and realizing the modernization of governance capabilities.Secondly,from the perspective of major innovations,the construction of inner-party regulations has been innovatively developed through multiple dimensions such as theory,technology,system,and practice.Finally,from the perspective of basic characteristics,the construction of inner-party regulations in the new era of socialism with Chinese characteristics pays more attention to planning for the long term and treating both symptoms and root causes,while also adhering to problem-oriented and systematic thinking,and paying attention to the implementation of the system.The third part summarizes the experience and inspiration of the construction of inner-party regulations since the 18 th CPC National Congress.On the basis of the first two parts,this part regularly summarizes the practical experience of the construction of inner-party regulations since the 18 th CPC National Congress,and provides experience and practice from the aspects of the party’s theoretical guidance,the party’s overall leadership,the party’s self-construction,the "establishment,reform,abolition and interpretation" of inner-party regulations,as well as the connection and coordination.,at the same time,this part also summarizes the shortcomings in the system construction。The fourth part puts forward the ways and measures to improve the construction of inner-party regulations in the new era.On the basis of combing the historical evolution of the construction of inner-party and regulations and the innovative development of the construction of inner-party regulations since the 18 th CPC National Congress,combined with the important inspiration of the construction of inner-party regulations since the 18 th CPC National Congress,this paper puts forward path ideas and specific measures to improve the construction of inner-party regulations in the new era from the aspects of the formulation,implementation,safeguard and system construction of inner-party regulations.
