Research On Administrative Regulation Of Market Access For Construction Enterprises

Construction enterprise market access administrative regulatory mechanism is the general term for the various conditions and procedural rules for the regulation of construction enterprises by the regulatory body.The administrative regulation mechanism of construction enterprise market regulation has an important significance to the order of construction market.At present,China’s construction market problems,the reason is the construction enterprise market access administrative regulatory mechanism is not perfect.Therefore,improving the administrative regulation mechanism of market access for construction enterprises in China is of great significance to regulate the order of the construction market.The article first analyzes the problems of administrative regulation mechanism of construction enterprises’ market access.From the viewpoint of the main body of regulation,the main body of administrative regulation for market access of construction enterprises is single;from the viewpoint of the regulation measures,the administrative regulation measures for market access of construction enterprises are insufficient.From the perspective of procedure and entity,the administrative regulation procedure of market access of construction enterprises is not sound,and the public participation mechanism and hearing system are missing;from the perspective of supervision mechanism,the administrative regulation mechanism of market access of construction enterprises is not sound;from the perspective of relief mechanism,the relief mechanism of administrative regulation of market access of construction enterprises is insufficient.Secondly,through the analysis of the theoretical basis of market access of construction enterprises,the basic theory of administrative regulation,the basic theory of administrative regulation of market access of construction enterprises and game theory,it is clear that the construction of scientific and reasonable administrative regulation mechanism of market access of construction enterprises cannot only rely on pure governmental regulation mechanism or pure market regulation mechanism,but must combine market mechanism with governmental mechanism.Finally,specific suggestions are put forward for the construction of administrative regulation mechanism for market access of construction enterprises.First,improve the main body of administrative regulation of construction enterprises’ market access,make it clear that administrative organs and non-administrative organs jointly regulate construction enterprises’ market access,and break the monopoly position of government regulation of construction enterprises;second,build comprehensive and systematic administrative regulation measures of construction enterprises’ market access,improve the integrated regulation measures of ex ante and ex post,improve the dynamic administrative regulation measures,improve the rigid regulation measures,and Third,improve the procedures of administrative regulation of construction enterprises’ market access,and provide procedural guarantee for administrative regulation of construction enterprises’ market access;fourth,improve the supervision system of administrative regulation of construction enterprises’ market access;specifically,not only the supervision system of administrative organs should be improved,but also the supervision system of nonadministrative organs should be further clarified.Specifically,not only the supervision system of administrative organs should be improved,but also the supervision system of non-administrative organs should be further clarified;fifthly,the relief mechanism of administrative regulation of construction enterprises’ market access should be improved.
