Research On The Digital Divide Of Town Ship Government Service In Enping City From The Perspective Of Holistic Governance

A special function of the government is government service,which can be used as a carrier to transform government functions and build a service-oriented government,which has also become a key component of the modernization of national governance capacity and governance system.Under the background of accelerating social and economic development,the demand of modern social management can no longer be well satisfied by the traditional government service supply system.Township governments and other grass-roots governments are the key departments to provide high-quality and efficient government services.However,the "fragmentation" of government services has led to the "digital divide".Due to the shortcomings of service quality,equipment and facilities,and technical support,the township government services highlight the internal conflict between supply and demand.The key part of deepening the reform of government services is to provide high-quality and efficient government services.Based on the background of digital government construction and digital rural strategy,this paper is committed to exploring how to reconstruct and improve the township government service system,which has important theoretical and practical significance for eliminating the "digital divide" between urban and rural areas and promoting the integrated development of urban and rural areas.Decentralization,fragmentation and isolation is the long-term development of grass-roots government services in China,on the premise of overall reflection summary,referring to the internal planning of system governance,looking to the future development direction of grassroots government services,using cross-regional,department and function integration,develop effective improvement measures,build up from national to local,from urban to rural,from the government to the enterprise,the comprehensive participation in construction,governance and sharing of government service system.From the dimension of overall governance,this paper analyzes the generating factors of the digital divide of township government services,including regional,department and functional factors.From the vertical governance dimension,Local governments at different levels have not yet built a systematic and efficient information service platform,Without a comprehensive and meticulous mining,integration and sharing of agriculture-related information resources,Show the increasingly severe fragmented service problem;From the perspective of the horizontal governance dimension,In terms of obtaining information technology services,There is a significant gap between regions,between urban and rural areas and between citizens,Formed the differentiation of the construction of the horizontal digital situation,"information asymmetry,zombie websites" and other phenomena;In terms of the deep-governance sector,By the public sector alone,In the process of building a public service system,it does not well integrate into the society,the market and other multiple subjects,Some restrictions have been placed on public-private cooperation and intensive governance.Combined with the comprehensive analysis of the research and practice of the digital divide of grassroots government services in the relevant towns(streets)in Enping City,the author believes that the corresponding countermeasures should be put forward according to the vertical,horizontal and deep aspects of the overall governance theory.In terms of vertical governance level,establish a cross-regional integration mechanism,optimize the digital resource structure of government service between levels,and build a government service sharing platform for urban and rural integrated development;in terms of horizontal governance function,improve the government service system of collaborative supply,enhance the cooperative supply capacity of multiple subjects,and create the data processing system based on user experience to create the intelligent service experience of human-computer interaction.Therefore,we must adhere to the guidance of the overall governance theory,implement the people-oriented value,rely on the optimization and integration to eliminate the department barriers well,and effectively solve the problem of "fragmentation".With the help of information technology tools,we will further expand and extend government services to the grassroots level,and realize the comprehensive coverage of government services.
