Study On Government Function Optimization In The Development Of Farmers’ Professional Cooperatives In B District Of Xi’an City

The national plan is based on the people’s livelihood.Since the reform and opening up,China’s rural areas have taken the lead in opening up the reform,and comprehensively promote rural progress through the development of productive forces.In recent years,the issue of "rural prosperity and high efficiency" has been put on the agenda of promoting the construction of rural areas,rural areas and farmers in China.With the promulgation and implementation of various preferential policies for agriculture,farmers’ professional cooperatives also came into being.Through the development of cooperatives,farmers can not only obtain more income and help the development of collective economy,but also provide the possibility for the realization of the strategic goal of Rural Revitalization.However,it must be noted that many farmers’ professional cooperatives in China still have many problems in the development process,such as weak policy support and insufficient supply of financial credit.In order to properly deal with the above problems,the efforts of cooperatives alone are far from enough,and they must also get the help and support of the government.Based on the public goods theory,market failure theory,interview method,questionnaire survey method,data research method and other research methods,this paper studies the role and influence of government functions during the development of farmer specialized cooperatives in B District of Xi ’an city.In the course of the research,Not only for the government in the development of farmers’ professional co-operatives play policy support,financial credit services,guidance of cooperatives established,regulatory cooperative operation,provide marketing services,carry out skill training function,etc,and policy implementation does not reach the designated position,money is not enough,guiding the effect not beautiful,regulatory effect is not good,bad publicity,such problems as insufficient efforts in talent cultivation After detailed elaboration and in-depth analysis of the causes of the problems,it can be seen from the analysis that so many problems are caused by the lack of unimpeded financial credit channels and the lack of targeted policies and systems.In order to solve the problems existing in the development of specialized farmer cooperatives in Area B,this paper holds that: In order to provide support and guarantee for the healthy development of farmer specialized cooperatives,it is necessary to broaden financial credit channels and optimize local policies.
