Research On Local Governments’ Network Public Opinion Governance In The Era Of "We Media"

With the rapid development of information technology,platforms represented by Weibo,We Chat and news client have risen rapidly,and the Internet has become the main forefront of public opinion.Emergencies go beyond the limits of time and region,and the depth and breadth of its influence have been greatly increased.Public opinion takes the Internet as the main channel of communication,reflects public opinion,demands and affects reality,and forms online public opinion of the nature of the whole society.After the full fermentation,the online public opinion will aggravate the behavior of the public groups,bring great pressure to the society and the government,and even cause the opposition tearing between the government,the society and the people.Therefore,correct and scientific supervision and guiding online public opinion is an important embodiment of the modernization of government governance capacity and governance level.It has a direct,positive and far-reaching role in strengthening the monitoring,analysis and guidance of online public opinion in emergencies,effectively respond to the development of public opinion in emergencies,reduce the negative impact in emergencies,and prevent the derivative and development of emergencies.In view of this,this paper mainly takes Xi’an city as the starting point to study the response ability of the government on the online public opinion in the era of "we-media" through the case analysis method and the interview method.The author through the network information department and other government departments staff one-to-one interview,plus in recent years "Xi’an subway drag female passengers" events and "before 11 row" events after the two cases,found the network public opinion response in imperfect network public opinion prevention and control mechanism is not perfect,network public opinion response is not in place,network public opinion monitoring technology means to improve the problem.Further in-depth exploration of these problems is made,and proposed that the reasons for these problems may be the imperfect laws and regulations of online public opinion,inadequate coordination of the departments involved,outdated ideas of online public opinion response,and backward monitoring technology.Finally put forward the local government network public opinion disposal countermeasures,respectively are: strengthen the network legal system,establish and improve the multiple collaborative network public opinion prevention and control mechanism,strengthen the government network public opinion responsibility awareness,improve ideological understanding,update concept,effective response,face the problem and the doubts,technical level,double,build "machine + artificial" combination of public opinion monitoring mode.The author hopes that through the above analysis and inquiry,it can provide a certain reference role for improving the level of the government network public opinion disposal work.
