Study On Fight Against Minor Corruption At The Primary Level In Rural Areas City P Of Sichuan Province

The term “minor corruption” has been frequently seen in recent years.Minor corruption is not a new phenomenon.At the primary level in rural areas of our country,a great number of policies for supporting agriculture and benefiting farmers,special funds,and fiscal subsidies are provided to rural areas along with rapid economic development,accelerated urbanization construction,and further implementation of the national strategies for alleviating poverty and a series of policies for comprehensively carrying out rural revitalization strategies.Minor corruption gradually grows on the vast funds for numerous targeted items.This phenomenon appears endlessly in rural areas.It devours public resources and assets,seriously harms the vital interest of people in rural areas,hinders economic development,hurts the sense of gain and happiness,and damages people’s trust in our party.Therefore,minor corruption must be greatly punished.Moreover,addressing both the symptoms and root causes and figuring out more scientific,effective,and modern methods for fighting minor corruption at the primary level in rural areas is significant for safeguarding the vital interest of people,promoting healthy rural economy development and comprehensively realizing rural revitalization.Taking 202 administrative villages of city P of Sichuan province as examples,this article generally studies the current status of fighting minor corruption in those villages and the data and typical cases of minor corruption in this city in last 3-4 years using a literature research method,a survey research method and a case analysis method under the guidance of the governance theory and the balance of power theory.Analysis on the problems in fighting minor corruption in rural areas shows that this phenomenon,which continues to emerge despite repeated prohibition,roots from the following six issues: lack of effective supervision on the exercise of power at the primary level in rural areas,unclear relationship between administration and village self-governance,ineffective supervision on and execution of publishing the party affairs,village affairs and financial affairs of rural areas,insufficient investigation and treatment of minor corruption at the primary level in rural areas,generally low comprehensive quality of grass-roots cadres and weak discipline and legal consciousness of grass-roots crowds in rural areas.On this basis,the following proposals are put forward by reference to the practical discipline inspection and supervision work to improve and perfect fight against minor corruption at the primary level in rural areas:first,we should strengthen supervision and punishment,perfect the power supervision mechanism at the primary level in rural area,clarify the boundaries and rules of administrative affairs,and clearly publish the party affairs,village affairs and financial affairs of rural areas;and second,we should intensify education and guidance to improve the comprehensive quality of grass-roots cadres in rural areas,and popularize policies,disciplines and regulations;and third,plus grassroots party building.we should deeply establish the minor corruption fighting system such that the grass-roots cadres do not dare to and are unable to and unwilling to corrupt,try our best to eliminate both the symptoms and root causes,advance the construction of the modern rural governance system,practically protect benefits of people,tighten relationship between our party and our people,lay a solid governance foundation for our party,and create clear and transparent political environment at the primary level in rural areas.
