The important strategic goal of advancing the modernization of governance capacity was put forward at the Fourth Plenary Session of the19 th CPC Central Committee.The Party’s ruling fundamentals lie at the grassroots level,and the key to promoting the modernization of governance capacity in China also lies at the grassroots level.Considering the key role of township sub-district cadres in grassroots modernization of governance capacity,it is not only important but also urgent to improve the incentives of township sub-district cadres.Nevertheless,there is the problem of inactive mechanism and insufficient motivation of township sub district cadres incentive in Fuzhou in the process of promoting the modernization of governance capacity.This affects the enthusiasm of the majority of township sub district cadres to work and start business,and in the long run will definitely affect the overall promotion of modernization of governance capacity.Therefore,in the new period,it is necessary to improve the incentive of township sub district cadres in Fuzhou.This is not only an important guarantee to promote the modernization of governance capacity at the grassroots level in Fuzhou,but also an important measure to manage the phenomenon of not taking charge and not acting in the township sub district cadres in Fuzhou,and it is a realistic demand to implement the spirit of the central government’s care and love for the grassroots thousands of ministries.The relevant research is of great significance.In this paper,based on the background of modernization of governance capacity,we take the incentive of township sub district cadres in Fuzhou as the research object.Based on the literature review,the concepts of township sub district cadres,cadres’ motivation and modernization of governance capacity are defined.The practical basis for improving township sub district cadres’ incentives under the modernization of governance capacity is pointed out.This includes the new requirements of modernization of governance capacity for township sub district cadres,and the functional adjustments proposed for township sub district cadres’ incentives.The basic situation of Fuzhou profile and Fuzhou township sub district cadres is described.The basic initiatives and effectiveness of Fuzhou township sub district cadres’ incentives are summarized,and a questionnaire survey is conducted on the satisfaction of Fuzhou township sub district cadres with their work status,etc.317 valid questionnaires are collected.In the survey,it was found that there are problems of poor salary incentive,poor promotion channel,insufficient scientific assessment mechanism,lagging spiritual incentive and insufficient work environment protection in Fuzhou township sub district cadres.Therefore,the reasons for the problems of township sub-district cadres’ incentives in Fuzhou are analyzed by applying the hierarchy of needs theory and equity theory.Furthermore,the six suggestions for improving the incentive system of township sub district cadres in Fuzhou are proposed.First,improve the salary system;second,broaden the promotion channel;third,improve the assessment mechanism;fourth,focus on spiritual incentive;fifth,optimize the office environment;sixth,innovate measures to guarantee the incentive effectiveness.It is hoped that it can further improve the motivation of township sub district cadres in Fuzhou,enhance their governance capacity,and then promote the modernization of governance capacity at the grassroots level.
