Research On Cooperative Governance Of Rural Living Environments In Wencheng County

In recent years,China’s socioeconomic developmental level has been improved continuously.As urban and rural areas are changing with each passing day,people in rural areas have really felt earth-shaking changes.Especially in 2012,the central government raised the governance of rural living environments to an important agenda after the18 th National Congress of the Communist Party of China.In February2018,General Office of the Communist Party of China and General Office of the State Council of the People’s Republic of China issued Three-Year Action Plan for Governance of Rural Living Environments.In December 2021,General Office of the Communist Party of China and General Office of the State Council of the People’s Republic of China issued Five-Year Action Plan for Governance and Improvement of Rural Living Environments(2021-2025).Through unremitting efforts over the years,rural living environments in China have been improved,but the overall level is still low.In this situation,it is imperative to construct a grand pattern for cooperative governance of rural living environments.Several methods have been adopted for this research,such as interviewing method,questionnaire method and analytical induction method,on the basis of cooperative theory as well as multiple governance theory,and with the cooperative governance of rural living environments in a large ecological county,Wencheng County,as an example for research.In combination with the basic situation of Wencheng County and the overall characteristics of governance of rural living environments,the current situation of cooperative governance of rural living environments in Wencheng County has been comprehensively introduced to conclude that local rural living environments have been greatly improved in both hardware and software for the past few years through “Beautiful Countryside”,“Beautiful Rivers and Lakes”,“Project of Demonstration and Governance for Thousands of Villages”,“Future Countryside” and other actions.However,there is still a big gap between the results achieved and the expectations of the masses.It has been found through survey methods including interviewing method and questionnaire method that there are several problems in the cooperative governance of rural living environments in Wencheng County,such as improper involvement of the local government and performance of governance functions,insufficient participation of local enterprises in cooperative governance and villagers’ weak awareness of environmental protection,lack of enthusiasm for participation in governance,unreasonable systems and mechanisms for performance of functions among all participants,etc.Meanwhile,based on in-depth investigation in causes of such problems,specific suggestions have been brought forward,such as clarifying the scope of responsibilities of governance subjects,establishing and improving mechanisms,as well as fully ensuring the performance of functions for subjects.These suggestions aim to optimize the subjects involved in governance,establish and improve operation systems and mechanisms for multiple subjects to participate in collaborative governance in order to achieve greater results in the governance of rural living environments,thus providing a driving force for optimization of rural areas in appearance and enhancement of people’s happiness,eventually driving the rapid realization of objectives related to “Beautiful Wencheng” and the second round of governance and improvement actions for rural living environments,as well as further promoting the level of ecological civilization construction in rural areas.
