Poverty has always been a topic of concern in academia. With the deepening of poverty research, the measurement of multi-dimensional poverty has become an important issue of recent academic concern.Although many scholars have paid more attention to the multi-dimensional poverty in rural areas, the research has been carried out from a macro perspective, focusing on the decomposition of multi-dimensional poverty indicators, mainly examining the situation of family poverty from a multi-dimensional perspective, lacking a quantitative analysis of individual capacity poverty, especially the gender comparative analysis of multi-dimensional poverty at the individual level.Based on the theory of capacity poverty and gender theory, through the investigation of Hebei,Hubei and Guangxi, this study constructs the dimensions and indicators of poverty by using multi-dimensional measurement methods. On the basis of describing the multi-dimensional poverty situation of both sexes, this study explores the main factors affecting the ability poverty of both sexes from three aspects: individual gender consciousness, family gender power and community gender culture. The study found that: first, from a single dimension, the incidence of poverty of rural residents in all dimensions is different.Among them, the education level and the deprivation of political participation are relatively high. From a multi-dimensional perspective,it can comprehensively reflect the development of farmers at all levels. As the number of poverty dimensions increases, the individual’s poverty situation becomes more serious.Secondly, the overall incidence of poverty in women is higher than that in men.According to the measurement of five dimensions, the incidence of poverty of women is higher than that of men in each dimension, especially in the income gap, which is 18% higher for women than men. From a multidimensional perspective, women’s share of poverty deprivation and Multidimensional Poverty Index are higher than men’s.Thirdly, from a gender perspective, there are some gender blind areas in the accurate identification of poverty alleviation based on families. In non-archived Lika families, the proportion of women deprived is higher, but it is neglected in poverty alleviation.Fourthly, gender concept is the main factor affecting women’s ability poverty. The more gender equality is held, the less likely women are to suffer from ability poverty, while men are largely unaffected by gender concepts.Based on the above analysis, using multi-dimensional measurement methods to identify poor households is conducive to the detection of gender issues that are easily overlooked.Poverty alleviation should focus on women’s poverty and improve women’s viable ability. In addition to increasing women’s income,we should also pay attention to improving other aspects of ability, such as political participation and education level,so that more women are exposed to various aspects of education, more active participation in political activities, and improve the human capital situation.
