The Realization Path Of Precise Emergency Response For Unconventional Emergencies

Since the beginning of the 21 st century,all kinds of human activities have been carried out more and more frequently,and our country is in a period of deep economic and social transformation and rapid urbanization development.The frequency and scale of incidents continue to increase,the sources and attributes of incidents are constantly changing,and their complexity is gradually increasing,which has brought huge damage and threats to people’s lives,society and economy.Among them,the severe situation of frequent unconventional emergencies has aroused profound thinking from all walks of life to effectively improve the accuracy of emergency management.However,it is far from enough to regulate only in terms of laws,regulations and institutional settings.It must start from the perspective of practice.,on the basis of scientific methodology,to explore and analyze the "four precise" emergency management paths for unconventional emergencies.This paper uses the procedural grounded theory method to systematically sort out the sample case—the unconventional emergency of the new crown pneumonia epidemic and its influencing factors in the evolution of emergency management.The influencing factor model,in which the core influencing factors include the collaborative governance of multiple actors such as the public,enterprises,and non-governmental organizations,including the government governance system,as well as regulatory factors such as information systems,science and technology systems,and external factors in the international environmental system,totaling The six core influencing factors are systematically coupled and interactively affect the effectiveness of emergency management of unconventional emergencies.On this basis,combined with the coupling relationship between the above factors,based on the current situation in the country,it proposes the construction of a precise emergency coordination mechanism including multiple subjects,the innovation of the precise information circulation path for targeted positioning,the precise scientific and technological ecological development path covering the whole process,and the international development path.The precise grasp of the pattern leads the development path to the realization path of precise emergency response for unconventional emergencies with Chinese local characteristics at these four levels,in order to provide useful reference for the research and practice of precise emergency management of unconventional emergencies in the country.
