From Embedded To Endogenous:A Study On The Path Of Social Work Serving Community Party Building

As the nerve end and focus of CPC,community party organization is not only an organizational platform to provide community services,but also an organizational carrier to carry out service activities.The establishment of urban community service type Party organization is the debugging of the social method of party leadership at the grass-roots level.However,in the actual grassroots service-oriented party organization construction,there are problems such as insufficient service ability,mobilization and leading ability to be improved,and the single form of party construction work.Social work as a service object as the core of the professional,service-oriented "win-win" the core idea and party organization "all rely on the masses,all for the sake of the masses" service idea,the social work to solve social problems,promote the service goal of social justice and meets the party lead the people to create a happy life,At the same time,the specialization of social work and the mass character of community party organization complement each other.The synergy of value concept,the consistency of service goal and the complementarity of both sides’ needs provide the prerequisite for social work service to be embedded in community Party construction.Therefore,social work can give play to its own advantages and strengthen the construction of community Party organizations with professional ideas,service methods and professionals,which is of great significance in enhancing the service ability and participation consciousness of party organizations,enhancing party-mass relations and promoting the participation of multiple subjects in community governance.Taking B community in Shijiazhuang city as an example,this paper,guided by embedding theory,specifically studies the practical mode in which social workers gradually enter into the community party building system by relying on relationship embedding,resource embedding and cognitive embedding.In the concrete practice,social workers focus on cultivating party building service team and enriching community service resource base,and establish a number of red organization team,the purpose is to realize community party building self-service and self-development.Results and problems go hand in hand.Although certain results have been achieved in improving community Party building and meeting residents’ needs,there are also problems of excessive embedding and endogenous deficiency,which are embodied in the excessive embedding behavior of community workers as members of organizations and social workers who "do everything".The ability of party building service team is deficient,personnel loss,service development is not smooth and so on.Aiming at the problem of insufficient endogenous force of community party building service after the project,this paper explores the ways and methods to stimulate the endogenous force of community party building service through reflecting on the service project,and puts forward reasonable suggestions on the endogenous force of party building service from the three aspects of project design,social workers’ ability and grassroots party organization’s ability improvement.
