The participation of villagers in the governance of rural living environment is an important way to build ecologically livable and beautiful villages,and it is also an important indicator to measure the civilization and harmony of rural society.However,due to various subjective and objective factors in the process of rural human settlements improvement,the villagers’ weak awareness of participation in human settlements governance,the single way of participation,and the lack of obvious participation effects have affected the governance of human settlements.overall effect.Therefore,how to improve the awareness of villagers’ participation in the governance of human settlements,broaden the channels for villagers’ participation,and realize the diversification of participation channels,so as to effectively play the important role of villagers in the governance of human settlements,is an urgent problem to be solved in the current governance of rural human settlements.important issue.This thesis selects Horqin Zuoyihou Banner,Tongliao City,Inner Mongolia as the research site,and analyzes the current situation of villagers’ participation in the environmental governance of Horqin Zuoyihou Banner in Tongliao City from the dimensions of villagers’ participation awareness,participation methods,participation system guarantee,and participation effect through questionnaires and interviews.research.The study found that in the current human settlements remediation,the villagers’ awareness of participation is weak,there are few ways of participation,the effect of participation is not ideal,and the participation mechanism is not perfect.These problems are caused by factors such as the low overall quality of the villagers,the weak organizational capacity at the village level,the weak rural economic foundation,and the insufficient supply of the system for villagers to participate in.According to the views of citizen participation theory and polycentric governance theory,citizen participation is an indispensable part of an information age and political society,and it is an environment and situation that governments and public managers must face.Both the theory of citizen participation and the theory of polycentric governance emphasize that in the field of public affairs governance,the government no longer responds in a top-down manner,but emphasizes the participation and collaboration of citizens,various social organizations,and various interest groups.Overcome the limited capabilities and resources of the government,citizens,and social organizations,and form a multi-center public affairs management system through cooperation,negotiation,communication,and dialogue among multiple subjects.Based on the theory,this thesis focuses on four aspects: "wisdom support" empowerment,"organization" empowerment,"economic" empowerment,and "system" empowerment.Villagers extensively participate in the material basis,and how to ensure the effective participation of villagers puts forward corresponding countermeasures and suggestions,in order to improve the awareness of villagers’ participation,broaden the channels of villagers’ participation,consolidate the effect of villagers’ participation,and effectively play the important role of villagers in the management of human settlements.Learn from.
