Research On Community Grid Governance In Keerqin District Of Tongliao

Running a country requires the government to pay attention to the grass-roots level.The fourth Plenary Session of the 19 th CPC Central Committee proposed to build a new pattern of social governance at the grass-roots level.The core of building this new pattern is joint construction,joint governance and shared benefits,and the basis of work requires precision and refinement.One of the ways to build this new pattern is to strengthen grid service management.Since the end of 2019,the COVID-19 outbreak has lasted for two years,which is likely to last for a long time.The epidemic has not only brought a great impact on the social governance system and governance capacity,but also put forward a more severe historical test.Meanwhile,it is a basic ability test of the practical ability of grass-roots grid service management,and also puts forward higher requirements for strengthening the construction of grass-roots grid system of social governance.This thesis selects Keerqin District,Tongliao City,Inner Mongolia Autonomous Region as the research object.Based on theoretical concepts such as community governance,and on the basis of fully referring to the practice of excellent typical community governance at home and abroad,this thesis conducts a comprehensive and detailed analysis of the current situation of community grid governance in Keerqin District,and proposes a series of highly feasible innovative ideas on community grid governance in Keerqin District.This thesis is mainly divided into five parts.The first part mainly expounds the relevant research background and research significance of grid governance,introducing the research ideas and research methods,and arranges the main content and structure of the research;The second part reviews the relevant theories and development of community grid research at home and abroad,focusing on the theories of public management,refined management and governance theories which can be used in community grid management;The third part introduces the background of the community development in Keerqin District,Tongliao City and the basis of implementing grid governance,and studies and analyzes the community governance framework of Keerqin District,Tongliao City;The fourth part analyzes the characteristics of the organizational structure and management mode of excellent typical community management at home and abroad,and summarizes,analyzes and extracts the experience applicable to the region on this basis;The fifth part analyzes the shortcomings of the community grid governance in Keerqin District,Tongliao City,focusing on the existing problems,and puts forward countermeasures and suggestions from the governance concept,the optimization of governance institutions,and the development of governance functions.
