Government performance management is a major and core content of the new public management system,and its role in promoting the quality and efficiency of government management and serving economic and social development is more recognized by the public.Since 2014,the State Administration of Taxation has continuously improved and improved the TAX system PDCA cycle system,and through continuous exploration,formed a set of performance evaluation system and promoted it throughout the country.It has been running for more than seven years,and its positive role is worthy of affirmation.However,some deficiencies and defects have gradually emerged under this index system,which can no longer meet the tax department’s strategic objectives effectively and quickly.The PERFORMANCE management PDCA cycle system is also in urgent need of improvement and improvement.In this context,the introduction of balanced scorecard theory into performance management of provincial tax authorities can further strengthen the innovation and improvement of performance management of provincial tax authorities,and further promote the implementation of "total performance management" of tax authorities.This thesis takes THE PERFORMANCE management PDCA cycle system of M Provincial Tax Bureau as the research object,and optimizes the cycle system based on PDCA cycle system theory,balanced scorecard theory and strategic performance management theory.First system elaborated the research background and significance of the layer were briefly reviewed in this thesis,the center of the theory is introduced,and the thesis involves the related concept is defined,then combined with the development of China’s tax system performance evaluation path,the current M provincial revenue performance management PDCA circulation system to conduct a comprehensive introduction,combined with the research problems have been found.Thirdly,the balanced scorecard and analytic hierarchy process are introduced to optimize the performance evaluation index system according to the organizational strategic objectives of the State Administration of Taxation.Finally,the thesis briefly introduces the possible problems in the implementation of performance index evaluation system based on balanced scorecard,and puts forward specific measures to ensure it.
