| The Fourth Plenary of the 19th Central Committee of the Communist Party of China put institutional construction in a more prominent position,and institutional innovation is reflected in various fields.In rural grassroots governance,the "should shoulder" of the party and government in charge of village-level organizations is an important institutional innovation.In 2002,the village-level organization of the party and government to "shoulder"was written into the document No.14 of Zhongbanfa[2002],which became a national policy for rural governance and was popularized in rural areas.Rural Revitalization Strategy(2018-2022)".With the in-depth promotion of the "one-shoulder" policy of party organization secretaries,many difficulties arising in the implementation process need urgent attention and overcoming.This work was selected in Y District,Z Town,which I am familiar with,On site investigation and investigation were conducted on the implementation of the policy of "one shoulder responsibility" of the party secretary of district Y.The research on data collection is divided into two stages.First,by consulting a large number of relevant books,papers and magazines on Rural Governance in the current academic circles,we summarize the basic situation and research trends of the "one shoulder"of the party organization secretary.Second,by means of visits,field surveys and other research methods,I conducted an interview and Research on the relevant people in Y City during the implementation of the "one shoulder" policy measures of the Secretary of the local party organization,so as to analyze the implementation effect of the regional policy measures,find out various factors affecting the implementation effect of the policy measures.Through the analysis of the visits,it is found that there are still several problems in the process of implementing rural policies,mainly reflected in the insufficient degree of policy cohesion,the insufficient implementation of local governments,the gradual weakening of the main role of the rural people’s government,and the urgent need to improve the policy implementation environment.Then through the use of Smith’s theoretical model to analyze these problems in depth,it is inferred that the main reasons for the above problems are defects in policy design,poor implementation of policy executives,outdated concepts of target groups,and environmental factors.Effect.Finally,based on the above analysis,from the four aspects of idealized policy,execution subject,target group and execution environment,it puts forward suggestions for improving the implementation of the "one-shoulder" policy in District Y.In this thesis,through in-depth field research in the Y region,we can objectively and comprehensively understand the implementation of the village-level "one-shoulder" policy,for the "one-shoulder" policy and measure research,it proposes a research case that is both practical and important for reference,in order to inspire follow-up theoretical research ideas.At the same time,it makes a specific analysis of the problems existing in the "one-shoulder"work in the research case,and deeply explores the cause of the problem.On this basis,it proposes several measures to further improve the "one-shoulder" work,in order to make the grassroots government responsible for the implementation of the village organization.It has certain practical significance in promoting the effectiveness of rural governance by providing some references when the people,party and government are "one-shouldered" policy. |
