Research On The Modernization Of Rural Public Security Governance From The Perspective Of State Infrastructural Power

Rural public security management modernization is the modernization of national governance basic conditions,and realize the fundamental guarantee of national security,for a long time,our country countryside social security practice to combine the policy,however,under the background of social transformation,our country is faced with how to reorganize the reality of social forces to participate in the security problem.Based on this,how to analyze the problems existing in the current rural social security governance from the perspective of state infrastructural power,and promote the formation of interactive and cooperative relations between government departments and rural social organizations,as well as between government departments and citizens,has become an urgent problem to be solved at present.Based on the state infrastructural power theory,public goods theory as the foundation,through the literature research,questionnaire analysis,field interviews,from the state infrastructural power perspective,from the subject,organization,resource,mechanism four aspects will be defined as rural public security management modernization,unified leadership by the government,with the public security organs and social force as the backing,Based on the joint participation of multiple public security subjects,we should develop and link various rural public security organizations,integrate internal police and public security resources,form a reasonable and effective public security coordination mechanism,prevent and control social security risks,maintain social public security order,and promote the construction of safe countryside.Two hundred questionnaires were distributed in M county,Yangquan City,and 196 valid questionnaires were recovered.At the same time,combined with field interviews,the problems existing in the current M county rural public security governance were analyzed,which mainly included four aspects:first,the main body of public security was single,which was mainly reflected in the stability of rural public security relying too much on the resources within the system such as grassroots police stations;Secondly,the public security organization is weakened,the autonomy of the public security organization is insufficient,the degree of recognition is low,the quality and ability of the personnel in the public security organization is in urgent need of improvement;Third,the lack of public security resources,insufficient police resources of rural public security,rural public security based on big data processing technology needs to strengthen;Fourthly,the public security mechanism is rigid,the working mechanism lags behind the rural social situation after the comprehensive building of a well-off society,and the public security service supply mechanism is not perfect.Based on the practical experience of typical cases of rural public security in other areas in China and the actual situation of M county,this paper discusses the optimal path to promote the modernization of rural public security governance in M County.It mainly includes four aspects:first,to promote the pluralism of public security subjects,the mutual integration of government public security services,enterprise public security products and social public security forces,the complementary functions of government administration and social autonomy,and the coordination and cooperation of government forces and mass forces.Second,promote the linkage of public security organizations,strengthen the construction of mass prevention and mass governance organizations,and improve the construction of professional safety prevention organizations.Third,promote the integration of public security resources,improve the interconnection of big data technology,and give full play to the maximum human resources.Fourth,realize the coordination of public security mechanisms,establish a comprehensive three-dimensional public security prevention and control mechanism,and optimize the rural public service supply mechanism.
