A Study On Peasant Cooperatives Participating In Rural Governance

The rural revitalization strategy is an important decision put forward by the 19th Party Congress,and solving the "three rural issues"(issues relating to agriculture,rural areas,and rural people)was regarded as the focus of the whole party’s work.Effective governance is the foundation for implementing rural revitalization strategy.As one of the main bodies of rural governance,farmers’ cooperatives play an important role in implementing the general requirements of rural revitalization strategy and boosting the modernization of national governance system.At present,governance in rural area is facing some realistic dilemmas,such as the weakness of governance ability in old rural areas,low efficiency of public goods supply,and rural social contradictions.The academic community has given a plan for multiple subjects to participate in rural governance.The participation of farmers’cooperatives injects new vitality into rural governance and promotes the implementation of rural revitalization strategy.On the basis of combing the relevant research literature on the participation of farmers cooperatives in rural governance at home and abroad,combined with the theory of multi-center governance,this paper conducts field research through questionnaires and interviews,and analyzes the role of farmers ’cooperatives in rural governance in Z city,the actual participation situation,the difficulties in the participation process and the causes of the difficulties,and finally puts forward a reasonable optimization path for farmers ’cooperatives to participate in rural governance.After investigation,it is found that farmers ’cooperatives participate in rural governance,mainly relying on a good mass base and their own economic strength.By participating in rural economic construction,providing a platform for farmers to participate in political life,providing rural public goods and public services,providing cultural services and participating in rural public welfare undertakings,and participating in rural governance,it provides strong support for the healthy development of rural economy,the improvement of farmers ’ subjective consciousness,the optimization of rural civilization atmosphere,and the enrichment of rural public goods supply,and plays an important role in creating a harmonious and stable rural social atmosphere.Although farmers’ cooperatives have played a great role in rural governance in Z city,it can not be underestimated that there are some difficulties in the participation of local cooperatives in rural governance,such as lack of endogenous motivation,limited by the original governance model,and insufficient external support conditions.This is mainly due to the old age and low cultural level of members,the lack of funds and talents of farmers’ cooperatives,the phenomenon of shell cooperatives and the lack of policy,law and other governance subjects in the participation of farmers’ cooperatives in rural governance.This study believes that optimizing the participation of farmers’ cooperatives in rural governance needs to start from improving the cultural level and political participation awareness of members,enhancing the ability of cooperatives themselves,and creating a good external environment for farmers’ cooperatives to participate in rural governance.With the joint efforts of the government,farmers,farmers’ cooperatives and other social organizations,we hope to build a modern rural governance system that is becoming more and more perfect,in order to inspire farmers’ cooperatives in other parts of China to participate in rural governance.
