Research On The Problems And Countermeasures Of Grid Governance In Yangzhou Ecological Science And Technology New Town

In 2017,Jiangsu Province was committed to accelerating the construction of a grid governance model with "peace and stability as its main business,all-factor grid as its foundation,intelligent application as its support,grid center as its hub,and linkage and co-governance as its core".It was the first province in China to deploy the task of accelerating the construction of grid governance model as a whole.In the past six years,all cities and regions have made localized innovation attempts on the path of grid social governance,and developed and formed governance models such as "one network,five unifications","all-factor grid","big data+grid+iron feet".Yangzhou Ecological Science and Technology New Town,based on the "big data+grid+iron feet" model and combined with the actual situation of the region,launched the "fine grid and micro grid 4.0 project",which has achieved great results in the actual combat of social governance,joint prevention and control.At the same time,in the practice of grid governance,the new city has also found some problems and blocking points that restrict the improvement of grid governance level.The paper puts forward targeted countermeasures by analyzing the causes of the problems,and strives to further improve the efficiency of grid governance in the new city.The paper takes the grid governance of Yangzhou Ecological Science and Technology New Town as the research object,takes the seamless government theory,the overall governance theory,and the refined management theory as the theoretical basis,and explores the practice of the ecological science and technology new town in the community grid governance through literature reading,questionnaire survey,interview and other research methods,and summarizes the excessive administrative tendency of the ecological science and technology new town The efficiency of big data integration is low,the comprehensive quality of the grid team is insufficient,and the participation of multiple social entities is low After in-depth analysis,it is found that the causes of the above problems mainly include excessive reliance on the government for grid governance,the lack of authoritative departments to take the lead in integrating information and data,the imperfect training mechanism for grid teams,and the lack of enthusiasm of social multi-agent participation in grid governance.Based on the reality of the region,this paper provides four solutions to the above problems:first,weakening the administrative function of community grid;Clarify the power and responsibility boundary of community grid;Strengthen departmental linkage and sink resources.Second,data fusion,circulation and sharing;System integration shall be handled in one way;Intelligent linkage of big data.Third,select talents accurately;Build a solid foundation and cultivate talents;Perfect the system to encourage talents.Fourth,cultivate and support social organizations;Cultivate the sense and ability of community residents’ autonomy;Develop corporate community grid governance.
