| Under the educational background that grades are the main criterion for admission,"only score theory" and "only academic experience theory" have become the mainstream of the society,which leads to too much pressure on students and parents,and the society is full of complaints.In order to reduce students’ learning burden and alleviate parents’ education anxiety,in May 2021,the General Office of the CPC Central Committee and The General Office of the State Council jointly issued the Opinions on Further Reducing the Homework Burden and Off-campus Training Burden of Students in Compulsory Education,namely the"double reduction" policy.It has been more than a year since the introduction of the policy.How is the policy effect?What are the problems in the process of policy implementation?This article will try to answer these questions.This paper takes the implementation of the "double reduction" policy in Z District,Jinan City as the main research object,and uses the method of interview and questionnaire survey to conduct interviews with teachers,students,parents,staff of counseling institutions,government staff and other groups in Z District,to understand the cognition of different groups on the policy,and widely release questionnaire to understand the general views of the public on the policy.Based on the Smith Model of policy implementation,this paper analyzes the problems and causes in the implementation process of "double reduction" policy of Z District in details from the four influencing factors of policy implementation--idealized policy,executive organs,policy environment and target groups,and puts forward corresponding countermeasures and suggestions to provide some references for the government to implement the policy more pertinentlyThrough the research,the author finds that there are four problems in the implementation of "double reduction" policy in Z District:lack of clear standards for policy implementation,limited binding force of Education and Sports Bureau on responsible units,influence of traditional education environment on policy implementation,limited cooperation degree of target groups.According to the analysis and exploration of the above problems,four corresponding reasons are obtained,namely,incomplete policy supporting measures,poor inter-departmental interest game and communication,insufficient optimization of policy implementation environment,and excessive emphasis on personal interests of target groups.Four suggestions are further studied and put forward to solve the above problems,namely,improving the policy process based on the legal system,optimizing the way of policy implementation of government departments,optimizing the environment of policy implementation,and accurately serving target groups. |
