After the Cold War,the international community was faced with many nontraditional security issues.At the beginning of the 21 st century,the outbreak of "September 11" events became an important turning point for the international community to fight terrorism.After that,how to effectively fight terrorism has gradually become an important issue of concern to many countries.The security situation in Pakistan not only directly affects the economic development and social stability of Pakistan,but also determines whether Pakistan can fully participate in international cooperation.Geopolitical conditions make China and Pakistan have similar requirements for border security,and the smooth implementation of the "Belt and Road" project puts forward higher requirements for the security environment of the two countries.Although China and Pakistan are facing different domestic terrorist situations,the infiltration of international terrorist forces into the two countries makes the counter-terrorism cooperation between the two countries very necessary.The continuous improvement of China-Pakistan relations provides a prerequisite for counter-terrorism cooperation.Relying on the existing counter-terrorism mechanism,the two sides have conducted extensive and in-depth cooperation in areas of cooperation,counter-terrorism intelligence exchange and personnel training.While stepping up counter-terrorism efforts at home,China also attaches importance to relying on regional,multilateral and anti-terrorism mechanisms under the UN framework to effectively combat terrorist forces.A review of the history of the fight against terrorist forces between China and Pakistan shows that although the counter-terrorism cooperation between the two countries has been launched for many years,there are still limitations,which are reflected in the following three aspects.First,bilateral cooperation is mainly in the form of meetings and mutual visits,but there are deficiencies in specific counter-terrorism information exchange and counter-terrorism personnel training.Second,at the regional and multilateral level,China and Pakistan lag behind in participating in multilateral joint counter-terrorism activities,leading to the inability to timely respond to the terrorist situation,which is essentially due to the lack of counter-terrorism emergency mechanism.Third,due to the influence of Western countries,the counter-terrorism cooperation between the two countries at the UN level is very limited.The existing cooperation mainly focuses on the recognition and compliance with the relevant anti-terrorism regulations of the UN,and the specific counter-terrorism cooperation is not deep enough.This paper starts with the necessity,feasibility and relevant constraints of the counter-terrorism cooperation between China and Pakistan,and on the basis of studying the current situation and achievements of the counter-terrorism cooperation,combined with the problems in the process of the counter-terrorism cooperation between China and Pakistan,puts forward feasible suggestions for deepening the counter-terrorism cooperation between the two countries in the future.
