Research On My Country's Elderly Health Policy Based On Quantitative Analysis Of Policy Text

Currently,China is facing the severe challenge of aging population.Strengthening the top-level design of elderly health policies,strengthening policy guidance,and building an institutional framework that adapts to the development of aging are important ways to alleviate and improve this problem.Since 2012,the Chinese government has successively introduced a series of elderly health policies at the national level.The elderly health policy,as an important guarantee for the healthy life of the elderly,is an important channel for promoting the comprehensive development of the elderly,and also a strong support for reducing the negative impact of aging.At present,China’s elderly health policy is continuously improving,with a significant increase in the number and types of publications.The main body of publications has gradually developed from individual publications to joint publications,and the number of joint publications is also constantly increasing.However,there are also issues with some policy issuers having more publications and fewer publications at a certain level.It is unclear whether the system structure of elderly health policies is reasonable,what role each department plays in elderly health policies,how close they are to each other,and what methods each department prefers to use to promote the development of elderly health.However,there is relatively little research on elderly health policies in the current academic community and a lack of systematic research.Most scholars only focus on a certain field of elderly health policy research,such as medical security and the integration of medical care and elderly care.There is a lack of comprehensive research on elderly health policies.Moreover,most of the existing studies are qualitative research,and most of them simply sort out and summarize the policy literature,with few quantitative analysis,which makes the understanding of structural contradictions in the policy insufficient,which has affected the scientificity and rationality of China’s elderly health policy system.Therefore,this article is mainly based on the current effective elderly health policy texts issued at the national level,and establishes a two-dimensional analysis framework for the content of China’s elderly health policy from multiple perspectives of policy tools,policy issuers,and other policy elements.Select 58 elderly health texts issued at the national level from 2012 to 2022,and use methods such as content coding,frequency distribution statistics,and quantitative analysis to conduct qualitative and quantitative analysis of policy texts and content,in order to gain a deeper understanding and analysis of China’s elderly health policies.Through research,the conclusion is as follows: the overall coordination of policy tools used in China’s elderly health policy texts is significantly insufficient,and the relative proportion of internal policy tools is imbalanced;The overall planning of the hierarchical relationship of policy issuers is relatively unreasonable,and the connections between departments are not close and balanced.In order to optimize and improve elderly health policies,this article proposes measures such as adjusting the proportion of policy tools in all aspects,improving the systematic structure design of policy regulations,strengthening the effectiveness of policy issuance,emphasizing the balance of policy issuance subjects,and strengthening coordination and cooperation between departments.
