Study On The Reform Of Mixed Ownership Of State-Owned Enterprises Via The Perspective Of Marxist Political Economy

The report of the 20 th National Congress of the CPC pointed out that we should consolidate the dominant position of the public ownership economy and deepen the reform of state-owned enterprises continuously.At the present stage,the reform of state-owned enterprises is advancing with the development of the socialist market economy.The reform of state-owned enterprises is a correct decision made in line with the law of the development of the socialist economy with Chinese characteristics after comparing with the capitalist,socialist,and communist economic system and the market economic system.It accords with the general principle of Marxist political economy and the reform logic of Marxist political economy in China.Among them,the mixed ownership reform state-owned enterprises’ property rights,corporate governance and supervision,and guarantee from the company adheres to the Marxist political economics standpoint,adheres to the state-owned economy of public ownership system,using the combination of macro regulation and market economy,to coordinate,factors of production to improve productivity and ultimately achieve common prosperity as the goal.However,at the present stage,the mixed ownership reform of state-owned enterprises has unclear ideas,certain legal risks,privatization misunderstandings,and other problems.It is urgent to deeply analyze the main causes of these problems,and draw inspiration and lessons from theoretical exploration and practical experience of the reform of state-owned enterprises,to provide the scientific basis for further deepening the reform of mixed ownership of stateowned enterprises.It has important theoretical and practical value.In practice,it puts forward suggestions on the path of mixed ownership reform of stateowned enterprises,adheres to the absolute leadership of the Party in the field of state-owned enterprise reform,pays attention to the top-level system design of mixed ownership reform of state-owned enterprises,adheres to the concept of ownership reform of the whole people and innovates the management mode of state-owned enterprise capital.Based on Marxist political economy in the reform of state-owned enterprises in the field of three problems as the breakthrough point,namely,the mixed ownership reform of state-owned enterprises is not clear thinking,misunderstanding between legal risk and privatization.Highlight the public ownership of state-owned enterprises,and grasp the correct direction of state-owned enterprises reform;In practice,attention should be paid to blending the classes of all reforms to reconcile the contradictory nature,and promoting the reform of state-owned enterprises is the best way to realize the ownership of the whole people.Attention should be paid to the management of socialist market economy elements of state-owned enterprises’ capital,to provide ideas and paths for continuously promoting the reform of mixed ownership of stateowned enterprises.
