The Study On Maritime Law Enforcement Cooperation Between China And South Korea

Prosper to the sea,die with the sea behind.The fate of oceans and nations is closely tied.The ocean is of great significance to human beings.The ocean not only provides the basic living space and abundant resource storage for human beings,but also has a bearing on the life and death of the country,and shares weal and woe with the fate of the country.In recent years,with the improvement of China’s comprehensive national strength,changes in the power structure and interest structure in East Asia,coupled with the emergence of the negative effects of the United Nations Convention on the Law of the Sea,the ocean has become the frontier of the game of great powers.In addition,nontraditional security issues such as maritime transnational crimes,marine ecological environment pollution,and marine natural disasters occur frequently and become common threats faced by all countries.China and South Korea face each other across the sea and are neighbors separated by a strip of water.In recent years,as China-ROK relations have continued to heat up,China-ROK maritime cooperation has continued to advance.In this context,China-ROK maritime law enforcement cooperation has achieved new development and has become an important part of China-ROK maritime cooperation.There are two reasons why China and South Korea attach importance to maritime law enforcement cooperation.In addition,while the demarcati on of maritime areas between China and South Korea is pending,South Korea has continuously strengthened its law enforcement and punishment of Chinese fishing boats.The frequent occurrence of fishery disputes between the two countries has become an unstable factor in the bilateral relations between China and South Korea.Protecting the safety of maritime trade routes and maintaining the normal order of fishery operations are the common interests of the two countries,and there is a strong internal motivation to actively carry out maritime law enforcement cooperation between China and South Korea.Therefore,st rengthening maritime law enforcement cooperation between China and South Korea is not only an inevitable choice to deal with non-traditional maritime security threats,but also out of practical considerations for maintaining the security of the maritime trade lanes and maritime order between the two countries.It is of great practical significance to promote China-South Korea maritime law enforcement cooperation.On December 8,1998,China and South Korea signed the Cooperation Agreement between the Ministry of Public Security of the People’s Republic of China and the Marine Police Agency of the Republic of Korea,marking the first step in China-South Korea maritime law enforcement cooperation.In the foll owing 20 years,China and South Korea have continued to carry out in-depth cooperation in maritime law enforcement,improved cooperation mechanisms,and expanded cooperation areas.China-ROK maritime law enforcement cooperation has gone through three stages:initial establishment,rapid deepening,and comprehensive development,showing the characteristics of both bilateral and multilateral cooperation,smooth progress in law enforcement cooperation in non-sen sitive areas,and continuous improvement of law enforcement mechanisms.China and South Korea are maritime neighbors,and maritime cooperation is getting closer.The active cooperation between the two countries in maritime law enforcement in the fields of maritime search and rescue,maritime security,marine fishery,and marine environmental governance is not only in line with the common interests of the two countries,but also conducive to maintaining regional peace and stability.Nevertheless,affected by factors such as historical issues,values,and development strategies,China-ROK maritime law enforcement cooperation still faces many challenges.Both China and South Korea have a consensus on further strengthening maritime law enforcement cooperation between China and South Korea.The two countries should abide by international rules and legal norms,and build efficient,The comprehensive China-South Korea maritime law enforcement cooperation mechanism contributes to safeguarding maritime security order and sustainable use of the ocean,and promoting regional stability and economic prosperity.
