In recent years,the employment pattern in China is undergoing significant changes due to the impact of the new pneumonia epidemic and the international situation,and the employment market,employment channels and work forms are constantly innovating with the development of the sharing economy and the "Internet+ platform".The volume of new labor groups "flexible workers" is growing,and new occupational groups such as online taxi drivers,take-away riders and courier service workers are using mobile Internet platforms to provide corresponding services.Flexible employment services are favored by the consumer market due to their flexibility and openness.However,due to the gradual increase in the number of flexible workers and the impact of the New Crown epidemic and international and domestic employment pressure,people hope that the government can take more responsibility in employment and introduce more employment-friendly policies.This paper takes the flexible employment problem and governance countermeasures in W County in the context of the new crown epidemic as the research object,and uses semi-structured interview method,questionnaire survey method,and quantitative analysis method to empirically study the flexible employment problem in W County based on the theory of responsible government.This paper firstly introduces the prerequisite concepts such as flexible employment and employment security and the basic theories such as labor market segmentation theory,new public service theory and responsible government theory.Secondly,based on the relevant concepts and theories,it clarifies the overview of flexible employment development in County W based on the theory of responsible government,and introduces the impact of the epidemic on flexible employment in County W,the characteristics of flexible employment development in County W,and the public management measures taken by County W for flexible employment.On the basis of the current situation of flexible employment in County W,the paper further explains the problems and causes of flexible employment in County W based on the theory of responsible government from five perspectives: administrative responsibility,legal responsibility,political responsibility,moral responsibility,and public management through in-depth interviews and questionnaire surveys.Finally,this paper proposes possible rationalized policy suggestions from the four perspectives of administrative,legal,political,and moral responsibilities of responsible government and public management.Overall,the research of this paper is based on a comprehensive and systematic review of flexible employment policies in W County,analyzes the problems,causes and countermeasures of flexible employment policies in W County,and tries to adjust and solve the employment problems of labor supply and demand by clarifying government responsibilities and improving public service policies.The flexible employment policies are proposed in terms of promoting the construction of the policies themselves and improving the supervision mechanism,which have certain theoretical and practical reference values.
