Research On The Problems And Countermeasures Of The CPPCC’s Involvement In Grassroots Consultation

CPPCC and grassroots consultation are the two important forms of Chinese socialist democratic consultation.In the practice of Chinese socialist consultative democracy,CPPCC and grassroots consultation are different and related.In the grass-roots governance system,the CPPCC,as one of the main bodies,plays an important role in various social public affairs,interest regulation and other aspects through the consultation of the CPPCC.The consultation at the grass-roots level is also an important content and an important condition for guaranteeing the people’s participation in the grass-roots political rights and obligations.Under such circumstances,the CPPCC’s precise intervention in community-level consultation can improve community-level governance to the greatest extent,ensure social stability and order,solve hot and difficult social issues and issues of public concern,and provide broader ideas and more effective solutions.However,at present,there are still some problems in the process of CPPCC consultation’s intervention in grassroots consultation,which are mainly reflected in the precision,degree and mechanism of CPPCC consultation’s intervention in grassroots consultation.As a result,it is difficult to effectively play the role of CPPCC consultation and grassroots consultation,and the effect of grassroots governance is not good.In this case,it is necessary to analyze various problems faced by the intervention of CPPCC consultation in grassroots consultation,accurately grasp the causes of these problems,and then take corresponding measures to solve them,so as to better promote the intervention of CPPCC consultation in grassroots consultation and ensure the effect of grassroots governance.Therefore,it is necessary to study the problems and countermeasures of the intervention of CPPCC consultation in grassroots consultation.Taking L District of J City as an example,this paper firstly elaborated the research background,significance and research status at home and abroad on the issue of CPPCC consultation’s involvement in grassroots consultation,then introduced the concept of CPPCC consultation and grassroots consultation,and put forward three forms of CPPCC consultation’s involvement in grassroots consultation according to the theory of consultative democracy and cooperative governance.Then enumerates the current situation of CPPCC consultation’s involvement in grassroots consultation in specific practice in L district of J City and analyzes the problems existing in the process of CPPCC consultation’s involvement in grassroots consultation in L district of J City in detail.Then,the paper analyzes the causes of the problems of the intervention of government association consultation in the grass-roots consultation in L District of J City,involving the mechanism level,the concept level,the main role of the committee members and so on.Based on this,corresponding countermeasures and suggestions are put forward,including optimizing the working mechanism of consultation,actively cultivating a good consultation culture,winning the support of the Party committee and government,giving full play to the main role of members,etc.,which then provides certain references for the precise intervention of the CPPCC consultation in L District of J City in the grassroots consultation,and also promotes the extension of the CPPCC consultation to the grassroots in other regions.Promoting the effective connection between CPPCC consultation and grassroots consultation provides a more feasible working idea.
