Research On The Model Of New Rural Elites Participating In Rural Governance Under The Background Of Rural Revitalizatio

New rural sages are a great way to realize rural revitalization,which can provide power for rural development.Under this background,the phenomenon of benefiting mulberry and catalpa increased.New rural sages participate in rural governance with their own advantages and promote the development of rural areas,and have become an important participant in rural governance.In recent years,the participation of new rural sages in rural governance has achieved remarkable results in many places,such as promoting the construction of rural moral values and maintaining rural tranquility.However,rural governance is faced with many difficulties,such as the serious brain drain in rural areas,the main body of rural governance is relatively single,the aging phenomenon is serious,and some rural areas even appear the phenomenon of hollow villages.Therefore,governments all over the country have explored the mode of new rural sages’ participation in rural governance,such as the rural sages’ counsellors’ Committee,Chunhui Society and the Rural sages’ Council,etc.,to solve the current problems.Based on this,this study uses the field investigation method,interview method and other methods to conduct A field survey on the mode of new villager’s participation in rural governance in villages A and T of H Town,Guizhou Province,and conduct in-depth interviews with town cadres,village committees,new villager and villagers in this area,and apply the participatory governance theory.Starting from the three core contents of the theory,empowerment,participation and cooperation,the paper makes an in-depth discussion on the mode of new rural sages participating in rural governance,trying to show the picture of new rural sages promoting the comprehensive development of rural society.It mainly discusses from the following aspects: first,the mode of new rural sages participating in rural governance in villages A and T of H town,namely the background,general situation and functional orientation of the generation of the association of rural sages;Second,the specific content and effect of the new rural sages participating in rural governance mode.The results of four types of new rural sages participating in rural governance,namely political new sages,cultural new sages,social new sages and economic new sages participating in rural governance are analyzed,and preliminary results are obtained in promoting rural autonomy,improving rural moral governance,promoting rural rule of law and driving rural industry development.Third,the paper finds out the predicament of the mode of new village-sages participating in rural governance in A village and T village of H Town,which includes three problems: the operation mechanism of the association of rural sages is not smooth,its own conditions are not enough to limit the effect of new village-sages participating,and the insufficient linkage between new village-sages and other multiple subjects,and analyzes the reasons behind these difficulties.The main problems are the imperfect construction of the system of the association of rural sages,the insufficient cultivation of the members of the association of rural sages,and the inadequate cooperation between the new sages and multiple subjects.Based on this,we should start from the aspects of empowering the new rural sages,perfecting the system construction of the rural sages association,gathering the wisdom of the rural sages,prompting the new sages to effectively participate in village governance,weaving a dense governance network,and building a cooperative and co-governance partnership,so as to find a distinctive and innovative development path in the mode of national new rural sages participating in village governance,and helping the rural revitalization.
