The Study On Digitization Problems And Countermeasures Of Rural Governance In Z Town

The digitalization of rural governance is a governance model based on the"digital village" and the use of information technology to improve governance capacity,so as to provide all-round,multi-disciplinary and holistic digital empowerment to the village,forming a governance pattern of co-planning,co-construction and sharing among multiple subjects such as the government,village collectives and villagers.At present,although the digitalization of rural governance in some regions of China has made certain achievements,there are still problems such as insufficient integration of digital resources,contradictory departmental coordination and leadership,lack of information resource sharing,and less development of application scenarios in relatively backward areas of economic and social development,which seriously restrict the transformation process of digitalization of rural governance in China.To this end,based on the combing and dismantling of the core concepts of holistic governance theory,this paper extracts five core concepts including integration,coordination,responsibility,cooperation and service by collecting and organizing the domestic and foreign research literature and practical achievements on the digitalization of rural governance in recent years,and draws the following main conclusions through field interviews and questionnaire surveys:First,by combing and studying the current literature on rural governance,it is found that most of the relevant studies on the digitization of rural governance are empty talks from a theoretical perspective,either limited to the application level of rural digital technology;or limited to a certain micro-field such as education,medical care,ecological environment,etc.,lacking a systematic theoretical system.Based on this,this paper not only focuses on analyzing the digitalization of rural governance in theory,but also provides a more in-depth systematic interpretation of the digitalization of rural governance from the dimension of empirical investigation.Secondly,through the field survey and questionnaire analysis in Z town,it is found that there are problems in the digitalization of rural governance in Z town,such as poor information integration ability,lack of participation of multiple subjects,avoidance of responsibility by grassroots administrative subjects,lack of multiple cooperating subjects and failure of the platform to meet the needs.By analyzing the causes of the above five problems,this paper proposes countermeasures to continuously promote the digital transformation of rural governance based on the five aspects of holistic governance,such as integrating governance information resources,coordinating the participation of various governance subjects,improving relevant governance mechanisms,enhancing mutual trust and cooperation among multiple subjects,and improving service quality based on people.Overall,by combining the theory of holistic governance and rural governance,this paper proposes the countermeasure path of rural digital governance modernization that fits with the theory of holistic governance based on the principle of systemic and long-term development,which brings new thinking to the transformation of rural governance and also expands and extends the national strategy of rural revitalization,the digital China strategy,the realization of domestic and international double cycle and the theory of high-quality agricultural and rural development.
