Grassroots Governments Promote Research On Problems And Countermeasures In Time Bank Mutual Aid Elderly Care Services In Rural Areas

According to statistics,village M in Xinxiang City is entering an aging society,resulting in an aggravating pension problem.The traditional family pension is now difficult to meet the basic pension needs of the existing elderly in M village,and the institutional pension cannot be fully promoted because of the high fees,uneven service quality and the conflict between the concept of the elderly.After extensive and in-depth research by experts and scholars at home and abroad,time bank mutual assistance for the elderly has been officially proposed and promoted for trial as a new pension method that can not only meet the wishes of the elderly for the elderly at home but also make up for the lack of family functions.The grassroots government,as an important driving force for promoting the development of rural time bank mutual aid elderly care services,directly affects the implementation effect and development prospects of rural time bank mutual aid elderly care services.Based on the new public service theory and public product theory as the research basis,this paper extracts the role of grassroots government in promoting rural time bank mutual assistance for the elderly,and plays the role of organizational planning,policy guidance,financial support,technical support,supervision and management.Based on this,a field investigation was carried out on the current situation and existing problems of the grassroots government in promoting the development of time bank mutual aid elderly care services in M village.Judging from the survey results,the grassroots government of Village M has invested a lot of human,material and financial resources,made many attempts,and achieved certain results,but there are also some difficulties in the process of promotion.Through the in-depth study of the promotion of time bank mutual aid elderly care service by the grassroots government of M village,some specific suggestions were put forward for further improving the time bank mutual aid elderly care service promoted by the grassroots government.It is believed that there are certain guiding suggestions for improving the overall level of time bank mutual aid elderly care services for the grassroots government of village M,improving the existing pension structure of village M,and building a happy village.Starting from the current situation of time bank mutual aid elderly care service in village M,this paper comprehensively uses public product theory,theory and new public service theory,and uses the methods of literature research and interview to conduct in-depth research on the grassroots government’s promotion of time bank mutual aid elderly care service,analyzes the problems of single service organization,insufficient participation of grassroots government and non-profit organizations,and low level of service specialization in the promotion of time bank mutual aid elderly care service in village M village grassroots government,and further explores from the perspective of the role of grassroots government.The main reasons for the problems are the government’s self-interest induction,incomplete fiscal system,insufficient sustainable development of human resources,and imperfect relevant assessments.At the same time,through literature research,in order to further play the role of grassroots government and improve the overall level of time bank mutual aid elderly care services in M village,the following countermeasures and suggestions are put forward: First,government policy support should be strengthened,the positioning of time banks should be clarified,and the relevant systems of time bank mutual assistance for the elderly should be further improved to ensure sustainable development;Second,volunteer team building should be strengthened;The third is to improve the support of new technologies,build a modern information management system,and use technology to increase the efficiency of grassroots governments in time bank mutual aid elderly care services;The fourth is to establish a comprehensive supervision and management system,further improve the assessment of the service needs of the elderly and the supervision of the quality of time bank mutual assistance elderly care services.
