The performance appraisal of public institutions is an important way to improve the human resource management level of public institutions.Affected by the system and mechanism in the process of development and construction,there are many problems in human resource management.Adopting the performance management method,building the performance management system,highlighting the application of performance management methods,and opening up a new path for the human resources management of public institutions.There are opportunities and challenges in the process of performance management of public institutions.We should not only emphasize the service performance of public institutions,but also quantify the assessment value of public institutions.To carry out performance appraisal work in public institutions,both fairness and accuracy should be considered,effective and scientific evaluation methods should be implemented,and evaluation mechanism in line with the development of public institutions should be constructed.The purpose of the performance appraisal of public institutions is to continuously improve the operation efficiency of public institutions,enhance the ability of scientific and technological innovation,and adapt to the changes of the market environment.The purpose of performance appraisal of public institutions is to achieve coordinated development between internal and external,establish a scientific,healthy and reasonable appraisal system,realize the close connection of all links,improve the government’s credibility,and strengthen the function of government services.Taking Nanning Social Insurance Enterprise Management Center as the case,this study discusses the related contents of performance appraisal of public institutions from the theoretical and practical perspectives.Through the analysis and elaboration of the relevant contents of the performance reform of the social insurance enterprise management center of Nanning,this study clarified the characteristics of the performance appraisal work of public institutions and the necessity of implementing the performance appraisal work,and also analyzed the problems existing in the performance appraisal work of the social insurance enterprise management center of Nanning,as well as the reasons for the problems.Finally,starting from the principle of performance appraisal,the thesis discusses the construction of performance appraisal system of Nanning Social insurance Enterprise Management Center.
