A Study On Urban Residents’ Participation In Community Deliberative Democracy

At present,China is in a critical period of rapid economic development and profound changes in social structure.The rapid economic development has intensified complex and diverse contradictions,and the changes in social structure have produced endless social problems.Consultative democracy is a current research hotspot that contributes to the modernization of a country’s social governance system and governance capacity.In the report of the 20th National Congress of the Communist Party of China,it was emphasized that "consultative democracy is an important form of practicing people’s democracy in the whole process.We should improve the system of consultative democracy,comprehensively promote the consultation of political parties,people’s congresses,governments,CPPCC,people’s groups,grassroots and social organizations,improve various institutionalized consultation platforms,and promote the extensive and multi-level institutionalized development of consultative democracy",It can be seen that democratic consultation has been raised to a new level.As a window that can reflect the social situation and public opinion of the region,the grass-roots community is an important carrier to achieve "consultative democracy".In actual social life,due to the lack of communication and interaction with the residents in the region under its jurisdiction,there are still difficulties in collecting social situation and public opinion.On the one hand,it is manifested by the lack and dislocation of the platform construction for social situation and public opinion reflection,on the other hand,it is manifested by the single communication mechanism of social situation and public opinion and the small audience,It does not involve a broader group.Therefore,continuing to promote democratic consultation matters in communities is of great significance for promoting grassroots autonomy,enhancing grassroots participation awareness and ability,and is conducive to comprehensively promoting the modernization of social governance system and governance capacity.This paper is a study on the participation of residents in the two communities of Jincheng Community and Qingyi Community in Taiping Street,Xiangcheng District,Suzhou City,in consultative democracy.It also studies the ways and methods,mechanisms and systems,effectiveness and problems of the residents in the two communities in the governance of consultative democracy,analyzes the existing problems,and puts forward countermeasures and suggestions.
