The management of institutional staffing plays an important role in the Party’s organizational construction and the construction of state power,as well as the basic work for the allocation of administrative resources of the Party and the state.Standing at the new starting point of the new era and the new journey,we should do a good job in the work of institutional staffing.We should ensure that the resources of institutional staffing can be fully utilized in a more optimized management manner.It is a key measure and important basis to standardize the management of institutional establishment and continuously strengthen the study and publicity of institutional establishment laws and regulations and policies,and realize the scientific management of institutional establishment.Therefore,only by standardizing,scientific and refined management of institutional staffing resources and giving full play to the basic role of institutional staffing work in the whole management process can we ensure the stable operation of the Party’s ruling resources,formulate a scientific and reasonable institutional staffing management system,improve the institutional staffing standard system,and promote the optimization and integration of institutional staffing management functions.It is of great significance to improve the effectiveness and service level of the establishment,management and governance of institutions,and to establish a good image of the government in administration by law,openness and transparency.The In this paper,X District of Harbin City is selected as the research area.Firstly,the research background of this paper is introduced,and the domestic and foreign research results in institutional establishment are sorted out.In addition,the public choice theory,new public management theory and "Parkinson’s law" are introduced,which lays a theoretical foundation for the status quo analysis and empirical analysis of this paper.Secondly,it analyzes the status quo of institutional establishment and management in X District of Harbin from the aspects of institutional establishment and establishment,management subject and content,management system,management system and management method.Then,using analytic hierarchy process(AHP)and comprehensive fuzzy evaluation method,the organizational establishment management evaluation model of District X of Harbin was established.Five first-level indicators including responsibility performance,organizational operation,organizational configuration,supervision and inspection,and organizational service object satisfaction were quantified,and the evaluation results were analyzed.According to the actual situation of Area X,formulate a reasonable and effective organization establishment management optimization plan;Finally,from the point of view of strengthening the team construction,improving the system,increasing the technical and financial investment,the implementation guarantee of the organization establishment management optimization plan is put forward.
